TACLOBAN CITY – City council member and former broadcaster Niel Glova reiterated that the collection of garbage in the city, which is now under a private contractor, did not have any approval from the city council.
This was the reason why they have been asking for the chief executive of the city, Mayor Alfred Romualdez, to provide them a copy of the contract or a memorandum of agreement with the private contractor.
However, since last year approval of a resolution addressed to the city mayor to clarify the garbage collection issue, Glova said that until now Mayor Romualdez still fail to provide them the documents that they are asking, even failed to forward a reply.
“We have not received the contract yet,” said Glova.
“Nobody knows who is the contractor, we at the city council does not even know who are the officials of that company that collects the garbage in this city,” he added.
“If there is someone to be blamed in this that should be the city mayor, because he failed to follow the rule of law, it is as if he personally chooses and select who will handle the garbage collection in this city,” Glova stressed.
This statement of Glova was seconded by Vice-mayor Arvin Antoni citing based on the Local Government Code of 1991, any contract that a local government units shall enter into must be forwarded to the Sangguniang concerned for a review and approval.
Antoni added that based in the information that he got, the person who’s supervising the collection of garbage in the city is not into business of garbage collection but rather a contractor.
