PRO8 SCORED ANEW AGAINST WANTED PERSONS

Camp Ruperto Kangleon – PNP PRO8’s sustained operations against wanted persons immensely contributed to the downtrend of crime in the region aside from conducting strict implementation of the Police Integrated Patrol System (PIPS) or the Patrulya ng Pulis in the past year.

On January 28, 2012 at Barangay San Pedro, Jaro, Leyte, a man accused of FRUSTRATED MURDER was arrested by Jaro Police led by PSINSP RICKY C RELI, Arrested person was identified as JOVENCIO LETRODO AMADO, 48 years old, married, farmer and a resident of said place.

He was arrested by virtue Warrant of Arrest for the crime of FRUSTRATED MURDER docketed under Criminal Case Number BN-11-09-4711 issued by Honorable Judge Yolanda U. Dagandan, Presiding Judge of RTC8, Branch 15, Burauen, Leyte with recommended bail for his temporary liberty fixed at P200,000.00 and is now presently detained at Jaro Police Station lock-up cell .

On the same day, at about 11:30AM at Barangay San Roque, Tolosa, Leyte, operatives of Tolosa Police led by SPO4 CESARIO B JACER arrested FELICISIMO GACMATAN ADVINCULA, 25 years old, single, laborer and a resident of said place by virtue of Warrant of Arrest for the crime of THEFT docketed under CC Nr 2008-08-413, issued by Honorable Frisco T. Lilagan, Presiding Judge, RTC Branch 34, Bulwagan ng Katarungan, Tacloban City with recommended bail of P22,000.00 for his temporary liberty. ADVINCULA is now presently detained at Tolosa lock-up cell.

PSSUPT ELIZAR P EGLOSO, Chief RPCRD is grateful of the PNP statistics showing total crimes against persons in 2011 are lower by 30.42% or 59,660 from 86,036 in 2010, and total crime against property in 2011 has dropped down to 17.88% or 97,671 from 118,943 in 2010.

Three Captured NPAs were accorded human rights midst encounter in Samar

Camp Lukban, Catbalogan City – In adherence to Human Rights and International humanitarian Law, the Rule of Law prevailed amidst the fierce encounter between the troops of 87IB and the group of NPA in the vicinity of Brgy Guinbanga, Calbiga, Samar on January 23, 2012 that resulted to the seizure of an NPA Camp and recovery of voluminous subversive documents and equipment including a laptop computer. Three suspected NPAs were also captured when they were left by their withdrawing comrades and their group out manuevered by the gov’t forces. Despite the soldiers desire to revenge the loss of life of their companion who was killed during the encounter their sense of professionalism and respect for HR prevailed. They were treated humanely and were apprised of their constitutional rights.

Gen Chan commended the soldiers of 87IB for their professionalism and observance to HR and rule of law. “This is a good development to our soldiers. The respect of human rights they displayed at the height of the encounter showed their sincere commitment to the rule of law. This is a result of our continuing efforts to educate our soldiers in order to be disciplined and true advocates of human rights”.

The suspects who were identified as Maita Abadidano y Mabini. a.k.a. “Mytha/Jenny”, Jerry Sablan y Macanas a.k.a “Jerry”, and Delmar Dacdac y Llantada a.k.a. “Archie”. They (suspects) were charged by the police authorities for violation of Presidential Decree 1866, as amended by Republic Act 8294 (illegal possession of firearms) and Republic Act 9516 (illegal possession of explosives).

The SOCO Team from Crime Laboratory, Samar Provincial Police Office was also quick to conduct examination at the scene of encounter to ensure the preservation of evidences and truthfulness to the incident. The troops recovered in the possession of the three captured NPAs four (4) M26 fragmentation hand grenades, one (1) M1911 calibre 45 pistol, one (1) calibre 9mm berretta and fifteen (15) rounds of ammunitions.

A separate case will be filed by the Police authorities against the NPA group including the three suspects for the killing of CAA Luis C Gacuma, a member of the Civilian Armed Forces Geographical Unit (CAFGU) Active Auxiliary who was killed during the encounter. Additionally, another case will be filed against the suspects as witness identified them as part of the NPA group who attacked the Hinabangan Police Station on September 12, 2011.

The successful encounter sent a strong message to the NPAs that there is no safe haven for them (NPAs) in Samar. There will be no let-up in our peace and development operations and the 8ID soldiers will be more responsible, determined and focused towards the accomplishment of promoting peace, security and development in this part of the country.

PRO 8 INTENSIFIES IMPLAN TUGIS

Camp Ruperto Kangleon – PNP PRO8 sustains its campaign against wanted persons in the region through a series of successful serving of warrants against listed persons.

On January 27, 2012 at about 5:00PM, a person identified as BERNARD ARGILLES BERNALES, 52 years old, married and a resident of Barangay Tabugon, Liloan Southern Leyte was arrested by Liloan Police led by PINSP ROMEO RABUYA.

BERNALES was caught in the act of issuing ticket to an individual of said place. Confiscated from his possession and control were three (3) tally sheets, stub, ball pen and bet money amounting to P46.00.

On the next day, January 28, 2012 at about 3:00AM, operatives of Albuera Police Station, conducted a fishery law enforcement at the territorial shores of Barangay poblacion, Albuera, Leyte. They were able to intercept a fishing vessel marked as F/B Western Star-1, owned and manned by Lauro G. Placido together with seventeen (17) crew members.

Suspects were caught in the act engaging in illegal fishing in violation of the Municipal Ordinance Number 2003-18 of Section 12 and 22. They were immediately turned-over to the Department of Agriculture for proper disposition.

And on the same date at about 11:00AM, Hinunangan Police led by PSINSP CASTOR L CABILOGAN were able to confiscate one (1) caliber 357 Smith and Wesson revolver with no serial number with six (6) rounds of live ammos from the possession and control of a certain CONSORCIA GABRIENTO TOGONON.

The confiscation of said firearm was brought about during the implementation of warrant of Arrest to the suspect. He was then put under the custody of Hinunangan Police Station for filing of appropriate charges in court.

PNP PRO8 CONDEMNS ILLEGAL GAMBLING IN THE REGION

Camp Ruperto Kangleon – PRO8 heeds the call of the PNP Chief, POLICE DIRECTOR GENERAL NICANOR A BARTOLOME to stop and eradicate the existence of illegal numbers games in any part of the region.

On January 24, 2012 at about 10:00AM, Mahaplag Police led by PINSP MANUEL S NAYAD, COP conducted operation against a reported illegal gambling locally known as “tong-its” in Barangay Cuatro de Agosto, Mahaplag, Leyte which led to the recovery of a set of playing cards and bet money amounting to One Hundred Twenty pesos (P120.00) left behind by the persons involved who scampered to different directions and eluded arrest. Follow-up investigation is being conducted by Mahaplag Police for possible identity and arrest of the suspects.

At about 8:00AM on January 23, 2012, elements of Javier Police Station led by SPO1 ROMEO G ACABADO apprehended one ROGER GUIHAPON REYES, 45 years old, married and a resident of Barangay San Sotero, Javier, Leyte while engaging in illegal gambling known as “swertres” at said place. Confiscated from his possession and control were seven stubs with different number combinations, ball pen and bet money amounting to Sixty Five Pesos (P65.00).

Suspect with the illegal gambling paraphernalia were brought to Javier Police Station for documentation and proper disposition.

On the same date at about 1:00PM at Barangay San Jose, Dulag, Leyte, operatives of Dulag Police led by PSINSP ALBERTO R RENOMERON JR while conducting foot patrol arrested a certain LANDO DE PAZ SUYOM, 40 years old, married, farmer and a resident of said place on the act of soliciting and collecting bet money for illegal numbers game locally known as “swertres”.

Confiscated from his possession and control were stubs with different number combinations and bet money amounting to Thirty Five pesos (P35.00)

Subject person was brought to Dulag Police Station for documentation and proper disposition.

According to PSSUPT ELIZAR PATANO EGLOSO, Chief, RPCRD, PNP PRO8 condemns the existence of illegal gambling activities such as illegal numbers games as this has become an influential factor in an individual’s disregard for the value of dignified work, perseverance and thrift since instant monetary gains from it are being equated to success, thereby becoming a widespread social menace and a source of corruption.

ARREST OF OTHER WANTED PERSONS

Camp Ruperto Kangleon – PNP PRO 8 initiated several measures intended to make its police pro-active, more responsive to the needs of the community and strict action on its anti-criminality program.

Just recently, a 45 year old farmer from Barangay Legaspi, Marabut, Samar was arrested by Marabut Police..

On January 24, 2012 at 8:49AM, some elements of Marabut Police led by SPO1 MANUEL I FERRERAS were dispatched to Barangay Amantillo, Marabut, Samar to remove an unwanted subject.

Upon arrival, officers met the 45 years old TEODORO BACUTANA NAVIDAD of Barangay Legaspi, Marabut, Samar.

According to the report, after conducting warrants check, NAVIDAD was found to have an arrest warrant for the crime of Qualified Trespass to Dwelling docketed under Criminal Case Number 2616 issued by Honorable OPHELIA S LLOSA Presiding Judge of MTC, Marabut, Samar.

NAVIDAD was then handcuffed and transported to Marabut Police Station for proper disposition.

Another wanted person was collared by Ormoc Police on same date at Sitio Panaugan, Barangay Maticaa, Ormoc City.

Police officers led by SPO1 CUBILLA together with PO2 NASAYAO arrested RONEL COLANGCO LUMAPAS, of legal age, married, a motorcycle driver and a resident of said place.
LUMAPAS was apprehended by virtue of a Warrant of Arrest for violation of RA 9262 (Violence Against Women and Children) docketed under criminal Case Number R-ORM-00052-CR with recommended bail amounting to One Thousand Pesos (P1,000.00).

Subject person is now detained at Ormoc Police Station 2 for proper disposition.

Again, PSSUPT ELIZAR P EGLOSO, Chief, RPCRD stresses that the PNP can never win against criminality and insurgency without the full support of the community.

NUMBER 9 MOST WANTED PERSON IN CALBAYOG CITY NABBED

Camp Ruperto Kangleon, Palo, Leyte – The drive against Wanted Persons by the PNP PRO8 scores anew.

Operatives of Calbayog Police led by PO1 REYNALDO CAJURAO conducted operation against wanted persons at about 7:00AM on January 21, 2012 at Barangay Tabawan, Calbayog City. It resulted to the arrest of its number nine (9) most wanted person identified as ROLDAN TIMAN GACURMO, 19 years old, married, a resident of said place.

GACURMO was arrested by virtue of the Warrant of Arrest issued by Judge ROMEO TAGRA of RTC branch 32, Calbayog City for the crime of Frustrated Murder with recommended bail of P200,000.00. He is now temporarily detained at Calbayog Police Station lock-up cell for proper disposition.

According to PSSUPT ELIZAR P EGLOSO,Chief, RPCRD, with the full implementation of the PNP Integrated Transformation Program- Performance Governance System, reforms in human resources and police capability enables PNP PRO8 in sustaining and pursuing its anti-criminality operations with more vigor.

Festivities in Lapinig, Northern Samar Disrupted by Lawless Group

Camp Lukban, Catbalogan City – The traditional festivity of Santo Nino was disrupted yesterday at about 6pm by a group of about 50 outlaws in the Municipality of Lapinig in Northern Samar. Some concerned residents of the town tried to resist the outlaws that resulted to the death of Mr. Aurelio Julata, a security aide of the Mayor, and injury to a certain Mr. Romeo Senobio Jr. The suspects killed the 50-year old Mr. Julata and robbed him of his issued firearm.

The suspects also barged and looted several residences including the home of Policewoman Rowena Opena of PNP-Lapinig whose service pistol was forcibly taken. The Policewoman was off duty and at home with her family at the time of the attack.

At the time of the incident, the members of PNP-Lapinig put up a fight at their station through the help of local residents. After a few minutes of presence and sensing mounting community resistance from those involved in the fiesta, the suspects fled aboard a hijacked vehicle of Yakal Construction Company under cover of darkness. The PNP-Lapinig is now processing the complaint against the suspects.

An initial report of the incident reached the Headquarters of the 8th Infantry Division at about 8:30pm and a more detailed report with action taken by the 803rd Infantry Brigade (803Bde) a few hours after.

Upon notification of the incident, the 803Bde tasked its units at the vicinity of Lapinig to assess the situation and work with the Local Government Unit of Lapinig and the Police Station. A unit of the 34th Infantry Battalion eventually met with Mayor Menzon and members of the Lapinig Municipal Police Station at about 3:30am the following day to assure the residents of government control.

Lapinig is a quiet town along the Pacific Coast of Northern Samar. A plan is proposed with the Army Engineers to construct and rehabilitate a road through the Municipality towards the neighbour Province of Eastern Samar.

Use of both Filipino, English in impeachment trial to make people understand proceedings

TACLOBAN CITY – The use of any language in the impeachment proceeding against Chief Justice Renato Corona will not be a problem as it cannot affect the process even if those involved in the impeachment process use both English and Filipino languages.

And for the ordinary people to understand it, it should also be used by their spokesmen, said An Waray party-list Representative Florencio “Bem” Noel.

“That is why we have spokesmen to translate, to narrate to the easiest term that everyone can understand,” said Noel, who was tasked by Congress to become their media facilitator for the impeachment process coverage.

The clamor to use Filipino language in the impeachment process heighted in the first week of thei trial, as most Filipinos were not able to understand some terms to include the proceeding for English was the language used by both the prosecution and defense panel to include the senator- judges.

“It is the job of our spokespersons to relate to the people, what had happened in the proceedings,” Noel stressed.

Noel added that there are instances that both camp and even senator -judges are using the native tongue.

“You can even hear Senator Santiago speak in Ilongo, sometimes,” Noel said.

“But using the native tongue in the trial also needs exemption because not all terms have equivalent Filipino words or translation,” Noel added.

Leyte Board Member Roque Tiu, when asked on the same matter,agreed the observations of Noel.

“It is good because most people will understand it,” Tiu said

“However, there are technical terms that have no equivalent translation to our local language, and when these were taught in school, it was the English term that were used and even Latin terms,” he added.

“One thing that they can do for people to understand is to use both languages when there are terms that can’t be expressed or translated into Filipino,” Tiu added.

Gov. Petilla urges DepEd to adopt strategy to free teachers from loan sharks

GOVENMENT CENTER, PALO,Leyte – With the success of the microfinance program that the provincial government of Leyte is implementing among its employees at the provincial capitol, Governor Jericho “Icot” Petilla is urging the Department of Education to adopt the same strategy to help their teachers, many of whom are debt-ridden.

“We know for a fact that most of our teachers and other government employees, most of their salaries are intended as payment for their loans and debts,” Petilla said in front of DepEd officials in the region and other education stakeholders.

Petilla, who was once a collefe professor, said that he already knows the sentiment of teachers being the governor of the province as he always make it a point to visit every public school in his weekly barangay visits.

“I know that even if the increase or bonus is still a hearsay, some of you have already acquired a loan, wherein your salary serves as the payment and in the end you go home with almost nothing,” Petilla said.

“One thing that we can help them is by creating a cooperative which they are the one operating and they can lend with a minimal interest,” he added.

Petilla cited the Asenso program of the provincial government that started with a credit portfolio of P3 million, now after five years of its operation it already increase its portfolio to P21 million. “Having your own microfinancing scheme maintained and operated by teachers and employees of DepEd would benefit you a lot because the benefits and interests would be benefited by your members in a form of dividend,” Petilla further explained.

“Aside from addressing the problem of teachers on inability to have take home pay this will also help them from limiting on leading from outside financing institutions,” he added.

Leyte SP members passes resolution interposing no objection of sand, gravel permit of MAC Builders

TACLOBAN CITY – The members of the Sangguniang Panlalawigan passed a resolution favoring to the sand and gravel-industrial permit (SAG-IP) application of Engr. Francis Lloyd Chua, operations manager of MAC Builders.

The SAG-IP operations of MAC Builders intends to operate along the river bed of Daguitan River located along Barangay Bonifacio and Tagkip in the municipality of Julita.

The members of provincial board approved the resolution to the sand and gravel permit of Engr. Chua after the members of the committee on environment and natural resources headed by Board Member Roque Tiu through a committee report in their last session reported that the company was able to comply with all the necessary requirements needed for their operation.

Among these requirements are the resolution interposing no objection in the lower level Sanggunians (barangay and municipal) pursuant to Sections 26 and 27 of the Local Government Code of the Philippines and Article V, Section 21 of the Environmental Code of the Province of Leyte.

The Mines and Geosciences Bureau in the region also issued a favorable recommendation to the application dated October 14, 2011 stating that among other applicants they were able to comply with the documentary requirements and the applied area is located outside the one kilometer radius prohibited zone as defined by law particularly the Philippine Mining Act of 1995.

However, said resolution can be revoked or retracted following violations or the circumstances becoming apparent, according to Tiu.

These violation includes, non-payment of any taxes, fee and permits accruing to the LGU concerned as well as to the national government; extraction of sand and gravel beyond the permit area; violation of the terms and conditions set forth in the ISAG permit issued by MGB-RO8; violation of the provisions of the Environmental Code of the Province of Leyte; Employment of minors by the permittee during its operations; unfair labor practices extraction using explosives that may imperil human beings; and activities that will be hazardous to the community and the environment.

Senator-judges are just doing what they are supposed to do – Rep. Noel





TACLOBAN CITY – The Senator-judges are just being themselves and doing what they are supposed to do as judges in the impeachment trial against Supreme Court Chief Justice Renato Corona.

This was according to An Waray Party-list Representative Florencio “Bem” Noel in an interview.

Noel was one of the signatories in the Lower House for the impeachment of Corona and tasked by Congress to handle their media affairs for the impeachment process.

The reaction of Noel was in relation to some comments against Senator Juan Ponce Enrile and Franklin Drilon in the process of impeachment.

“Senator Enrile is being him, he knows the law and he knows what he is doing,” said Noel.

“He should not be replaced, he has the experience and not even the President would want him change,” Noel added.

“But what we only asked from him is to give us a leeway in asking and be more liberal,” he added.

This statement of Noel was in relation to the second day of impeachment trial where the prosecution panel said that the defense panel made about 30 objections with the defense reforming their questions at least 20 times prompting the prosecution panel to ask the Senate President to give them flexibility in asking questions.

On the part of Senator Drilon, Noel said that what the senator did was to ask a clarrificatory question and make his point.

To recall, the defense panel had asked the exclusion of Drilon who is also acting as a Senator Judge for alleged partiality.

Drilon, is a member of the Liberal Party, the political party of President Aquino.

The defense panel claimed that Drilon in the on-going impeachment trial had help the prosecution team obtain the Statement of Assets, Liabilities and Net Worth (SALN) of Corona for the period of 2010-2011 from the Supreme Court Clerk of Court Enriquetta Esguerra-Vidal.

“I don’t know the impression of the public to Senator Drilon, but what we should remember when he stand in the impeachment proceeding was he only make a clarrificatory questions,” Noel said.

Noel added that with the impeachment process against Corona it does not affect the whole judiciary as it only affects the Supreme Court Chief Justice.

“This exercise is constitutional because he is holding an impeachable position,” Noel said.

“What we are trying to find out why he is being held under process of impeachment is to find out if the accused is really guilty on the charges against him,” Noel stressed.

Councilor Glova reiterates garbage collection contract did not have approval from SP

TACLOBAN CITY – City council member and former broadcaster Niel Glova reiterated that the collection of garbage in the city, which is now under a private contractor, did not have any approval from the city council.

This was the reason why they have been asking for the chief executive of the city, Mayor Alfred Romualdez, to provide them a copy of the contract or a memorandum of agreement with the private contractor.

However, since last year approval of a resolution addressed to the city mayor to clarify the garbage collection issue, Glova said that until now Mayor Romualdez still fail to provide them the documents that they are asking, even failed to forward a reply.

“We have not received the contract yet,” said Glova.

“Nobody knows who is the contractor, we at the city council does not even know who are the officials of that company that collects the garbage in this city,” he added.

“If there is someone to be blamed in this that should be the city mayor, because he failed to follow the rule of law, it is as if he personally chooses and select who will handle the garbage collection in this city,” Glova stressed.

This statement of Glova was seconded by Vice-mayor Arvin Antoni citing based on the Local Government Code of 1991, any contract that a local government units shall enter into must be forwarded to the Sangguniang concerned for a review and approval.

Antoni added that based in the information that he got, the person who’s supervising the collection of garbage in the city is not into business of garbage collection but rather a contractor.

DOST, DepEd to deploy ovicidal trap system in elementary schools in EV to contain dengue

GOVERNMENT CENTER, Palo, Leyte – The Department of Science and Technology (DOST) together with the Department of Education in this region will be deploying Ovicidal/Larvicidal Trap System to different elementary schools in Eastern Visayas.

The said deployment is in line with school based dengue eradication project of the government agencies after noting that most of dengue cases victims are children five to nine years old and who are most often in school.

Mae Anne Reyes, dengue coordinator of DOST in the region, said that prior to the deployment of trap system to the schools a training to be supervised by the DOST is to be conducted among teachers.

“What we do first is to train their supervisor in the regional level, then at the provincial or district level together with DOST personnel in each province are to train the teachers,” Reyes said.

“It will be a half-day training and the personnel of DepEd are to provide the areas where it will be conducted, however, if they can’t provide us the facility, they can tap the respective local government units to provide them the venue,” Reyes added.

Furthermore, Reyes explained that four OL trap systems are to be put in the each classroom, two inside and another two outside the classroom.

These trap system must be monitor regularly to check if their larvae and dengue virus carrying mosquitoes are present in their area, she added.

The program will last for six months after which it will be turned-over to the school administration and LGU concerned to continue the program.

“But during the period of six months, the DOST will be providing them the OL trap system including the pellet for free, after six months it will up to the school administration to continue to program, and can buy the pellet in the DOST offices at a minimal price,” Reyes explained.

“I hope that once we turned-over the program to the schools and LGU they will continue with it because this will help us in lessening the cases of dengue victims in our area, where most of the victims are children,” she added.

Mayor Matin Petilla confirms plan to develop MacArthur National Shrine





PALO, Leyte – Palo municipal mayor Remedios “Matin” Petilla confirmed the report that there is a plan to enhance the MacArthur National Shrine located in Barangay Candahug, this town.

According to Petilla, late last year she along with Department of Tourism Regional Director Karina Rosa Tiopes sent a proposal to the Philippine Tourism Authority for the enhancement and development of the said park.

“The last time it was enhanced was during the 50th commemoration of Leyte Landing and it was more than 10 years now, after that nothing happened to improve it,” Petilla said.

“If you will also notice, during night time some parts of it are dark, which may be why only few visitors visit it at night time,” she said, adding that it may also become a problem for security in the area.

Among the proposal which she and Tiopes forwarded to the PTA is the installation of additional lights, pathway improvement, and improvement of bench along the bay to include construction of comfort rooms.

However, Petilla clarified that the PTA had not told them yet on how much are to be allocated by the agency to the enhancement and redevelopment of the park.

“What they only told us, is to send proposal, which we did last December,” Petilla said.

“Until now, we are still waiting for their response,”Petilla said.

“But I am hoping that within this year, the project will be implemented and be finished,” she added.

MacArthur National Shrine serves as a memorial ground when General Douglas McArthur fulfilled his promised to liberate the country from the Japanese Imperial Army during World War II.

The yearly commemoration to the fulfillment of his promise is always held in said shrine.

Gov. Petilla: Innovation is the solution to the perennial problem of lack of classrooms

TACLOBAN CITY – Problems in public schools will not be addressed if the government will only be providing the solution to it.

This was according to Leyte Governor Jericho “Icot” Petilla in his talk with education stakeholders in the region.

“We know that 20 years ago our problem was classroom, and today our problem is still the same, and tomorrow classrooms still still our problem,” said Petilla.

“But what do we do to address this problem, is we build more classrooms,” Petilla added.

“We keep on building, buildings and tapping the Chinese chamber, local government officials for them to provide the buildings, but still the problem is the same, the lack of classroom building,” he added.

“The right thing to do to address this, is to innovate, we need innovation to provide solution to this decade long problem that has been existing in the public schools of our country,” he stressed.

“Innovation is really the solution for this problem. If we stop innovating we stop growing,” he added.

This innovation in addressing this present problem, according to Petilla, is to be tackled by him together with the help of the Department of Science and Technology in the region.

However, he failed to discuss said innovation to the education stakeholders as it has not yet been finalized with the DOST.

Furthermore, Petilla added that aside from classrooms, the education sector has other problems that also need to be addressed, but what is happening right now is, the solution to address the problem are instant solutions and not the long time solutions.

City council to use Waray-waray dialect in weekly sessions

TACLOBAN CITY – The city council here had started using the native tongue of Waray-waray during their weekly session, to ensure that they would be easily understood by the people of this city.

The use of mother tongue was proposed after the members of the city council noticed that some barangay officials in the city have difficulty in crafting their ordinances.

“Ordinances in barangays are originally drafted in Winaray language, but when it is time to submit it in the city council, they need to be translated into English language and that is the time that the officials in the barangay faces problem because sometimes they can’t find the right English word to the local language that we are using,” Councilor Niel Glova explained.

“We can understand that they wanted to say in their ordinances but the problem is we can’t dictate them on the terms or words that they wanted to use in their proposed ordinances,” he added.

Glova added that the move to use the local dialect was also to ensure that listeners and observers of their session will understand their discussions.

Councilor Jerry Yaokasin added that since the Department of the Interior and Local Government had been urging barangay officials in the country to always craft ordinances, it should also issue a memorandum urging the local officials to use their mother tongue in an crafting ordinance.

“If the officials will craft it in Leyte-Samarnon language they might not have difficulty in making ordinances,” Yaokasin explained.

He added that even in the city council, they have members who cannot express clearly and fluently what they wanted to say during their discussions.

Yaokasin added that although they will be using Winaray in their session, English words will still apply once they will use technical terms that has no corresponding local terms.

To ensure that they will have better discussion using the local language both councilors said that an expert in Winaray language is to be tapped by the members of the city council.

However, although the councilors are open and had already started using the mother tongue in their session, the agenda that is to be provided to them will remain in English.

Proposed ordinance to regulate construction of cellular sites now at Leyte SP

TACLOBAN CITY – A resolution seeking to regulate the construction of cellular sites here in Leyte was forwarded to the members of the Sangguniang Panlalawigan for first reading.

The proposed ordinance is entitled as “An ordinance regulating the construction and maintenance of cellular towers and base stations o cellular mobile telephone service (CMTS) providers and other telecommunication companies within the territorial boundaries of the province of Leyte, providing for penalties for violation thereof and for other purposes.”

The ordinance was authored by first district Board Member Roque Tiu, the chairman of the committee on environment and natural resources.

This was in response to the complaints of cell sites mushrooming in the province of Leyte and a result of the public hearing called by his committee last year.

“Although there are no harmful effects to human health with regards to the radiation coming from cell sites, what we wanted to do is to regulate them,” Tiu explained when he was asked regarding his ordinance.

“Some contractors and owners of these cell sites are not complying or following what are mandated by our law, that is why it was proposed to us to continue with this ordinance when we conducted the public hearing,” Tiu added.

Among the requirements that contractors failed to meet was securing a mayor’s permit.

In response, the Departmnt of Health, Department of Transportation and Communication and the National Telecommunication Communication sent their respective representatives with regards the matter.

Based on the public hearing, it was learned that radiation from cellular sites ha no harmful effects to human health as the radiation emitted by cell sites tower are non-iodizing radiation

Matin elated over “Leyte’s sweep’ in recently concluded Sinulog Festival

PALO, Leyte — The triumphant participation of the two local festivals from this province during the recently-concluded Sinulog Festival in Cebu City, considered the most prestigious cultural festival in the Visayas and Mindanao, was a testament that Leyte’s festivals could compete with the rest of the country’s festivals.

Thus said Mayor Remedios “Matin” Petilla of this town, who was behind the creation of the Kasadyaan Festival while she was still the governor of Leyte. The Kasadyaan Festival showcases the various cultural festivals in the province.

During this year’s Sinulog Festival, the Lingganay Festival of Alangalang town wowed not only the large crowd but the judges because of its fast-pace and unpredictable performance matching its wonderful and colorful costumes. It was its first time to join the Sinulog Festival.

Another festival from the province, the Kuratong Festival of Dulag, landed third in the same competition.
Mayor Petilla said that she could not contain her happiness when the two festivals were declared as coming from Leyte.

“People there called our winning as Leyte’s sweep which is very true. They gave both the Lingganay and Kuratong contingents standing ovations,” she said.

Petilla said that she could say the winning performances of the two festivals should serve as an inspiration to other festivals from the province to improve their own.

Petilla, while she was the governor, encouraged local government units here in Leyte to come up with their own cultural festivals and showcase them during the annual fiesta of Tacloban, the provincial capital.

“I’m sure the victory of Lingganay Festival and the Kuratong Festival will inspire other festivals (here in Leyte) to do better. I can really say now that our own festivals can compete with the best festivals in the country,” the Palo town mayor said.

Petilla said that she will still push for the holding of the Festivals of Festival in Tacloban come June 27.

As this developed, the people behind the holding of the Pintados Festival, an affiliate of the Kasadyaan Festivals of Festival, sought for a permit from the city government of Tacloban dated January 3.

However, the letter of the Pintados Festival, signed by its vice president Evelina Acebedo, received a strongly-worded response from lawyer Tecson John Lim, city administrator.

In his Jan.4 letter-response, Lim “reminded” Acebedo on what happened last year wherein the city government claimed that the foundation and its affiliates violated a special permit granted by the city government.

“In light of these, we are constrained to investigate and review your request more keenly, keeping in mind that applicable laws, the general welfare and the best interest of the city and its constituents…,” Lim said.

Last year, the city government stood pat on its decision not to allow the contingents from the Pintados and Kasadyaan Festivals of Festival to use the city’s major streets not identified under a permit it issued.

Plan to create PMRB in Leyte shelved – Loreto

TACLOBAN CITY – The plan to create a Provincial Mining Regulatory Board in Leyte was set aside by the provincial government as there was no immediate need for it, according to Board Member and majority floor leader Carlo Loreto.
The absence of small-mining operators in the province of Leyte was one of the reasons why the creation of the board was set aside by the provincial government as explained by Loreto.

Loreto added that the board somehow “does not make sense” as the provincial governor’s only job was to affix his signature in the application of permit of small scale mining operators.

Loreto is the author the Environmental Code of Leyte, which is one of basis of the provincial board when they insisted that mining operators in the province should also seek for approval from the provincial board if they plan to conduct mining operation in the areas covered by Leyte province.

Loreto added that aside from the creation of the Environmental Code, the provincial government also created an office that oversees the activities of the environment in territorial jurisdiction of the province called the Provincial Environment Office.

Small-scale mining had long been subject to criticism as they are not totally regulated.

This operation is rampant in Samar area as reported by the MGB, which is why the Association of Responsible Miners in Region 8 through its president Vicente Lao proposed for the activation of the PMRB.

Lao, who is also the president of Mt. Sinai Mining Exploration and Development Corp., said that activating the PMRB is important as it represents everyone from large scale and small scale mining companies, non-government organizations, the religious sector and the provincial governor.

It is chaired by the regional director of MGB, and approval of application must be recommended by the board. That is the time the governor will approve the small scale mining permit.

He added once application for small scale mining is approved, their operation must only be done in areas identified by the MGB as “Minahang Bayan”.

Local Officials Exonerate Soldiers In Northern Samar

Camp Lukban, Catbalogan City – Local officials of Barangays San Miguel, Las Navas and Barangay Osang, Catubig both in Northern Samar executed an affidavit exonerating the involvement of soldiers in the death of a certain Jovito Pajanustan, a local resident of Barangay Osang. The document was signed by the local officials led by Barangay Chairmen Apolinario B Libico of San Miguel and Aniano D Rosco of Osang last December 26, 2011 as fact-finding teams visited the site where the dead body was found on November 28. The local officials came up with the declaration to dispel the unjust rumour of involvement spread by some interest groups in every civilian death in the locality.

Initial investigation by the PNP Catubig as contained in the report of Police Inspector Ildefonso V Miranda Jr. on November 29 states that “the victim left his house alone on November 25, 2011 at around 3:00 o’ clock in the afternoon purposely to work at his farm and never returned home until the time that he was found dead buried in a shallow grave in the state of advance decomposition with multiple stabbing and hacking wounds on the different parts of his body by his relative inside the vicinity of his farm at around 2:00 o’ clock in the afternoon of November 28, 2011.” The PNP report also states that the cadaver of the victim was brought by his relative to Catubig District Hospital for Autopsy Examination. The local PNP unit has yet to determine the identity of the suspect and the motive for the crime.

The Municipalities of Catubig and Las Navas have been known for notorious killings. Residents in both municipalities attest to the very extensive control of illegally-armed and politicized groups in the area. The mortal wounds sustained by Mr. Pajanustan are reminiscent of the style of attack by these outlaws on soldiers doing community work in the barangays. Traders and government workers are the usual victims of these threat groups since they intend to keep the local populace isolated from development efforts by agencies of the National Government.

As a responsive partner in addressing the incidence of extra-legal killings in the Island of Samar, the 8th Infantry Division (8ID) of the Philippine Army has scheduled meetings with the Multi-Sectoral Quick Reaction Team (MSQRT) in Northern Samar to tackle the case of Mr. Pajanustan. In the interest of justice and transparency, the 8ID endeavours to partner with other government agencies and the civil society to objectively look into incidents that threaten peace and security

ILLEGAL FISHERS ARRESTED

According to PSSUPT ELIZAR P EGLOSO, Chief, Regional Police Community Relations Division, although fishing is one of the oldest human occupations, it is still carefully monitored and controlled in order to use natural resources most efficiently.

Upon heeding this call, at about 2:30PM on January 17, 2012, Merida Police led by PINSP FLORANDO SEVILLA RELENTE, Chief of Police, apprehended one FERDINAND GICA IGNACIO and BOYET CALEB IGNACIO, both of legal age,, single, residents of Barangay Bantigue, Isabel, Leyte. The two were caught engaging in illegal fishing within the sanctuary of Barangay Benabaye, Merida, Leyte using a “spear” locally known as “pana”.

Suspects were immediately brought to the Police Station together with their fishing paraphernalia for safekeeping. But then, they were released later from police custody after posting the amount of P500.00 each under OR number 4967580 and 4967581 for violation of Municipal Fishery Ordinance Number 2, Series of 2003.

And on the 18th of January at 7:30AM, at the sea waters of Dulag, Leyte, elements of Dulag Police led by PSI ALBERTO REDUBLA RENOMERON, Jr., together with the Bantay Dagat Team and a representative from the Department of Agriculture, while conducting seaborne patrol operation at said place, they were able to apprehend MANDAY CINCO PEREZ, of legal age, Boat Captain of F/B Victoria Fishing boat together with fifteen (15) crew engaging in illegal fishing locally known as “hulbot-hulbot”. It was learned that said fishing boat is owned by BOY LOTOC of Tacloban City.

Confiscated from their possession and control were (2) stainless roller ring. Subject apprehended persons together with the evidences seized were brought to Dula Police Station for proper disposition.

EGLOSO reiterates, fishing generally requires a license/permit and is allowed only on certain distance from the seashore and fine mesh nets are prohibited by law.A breach of any of these regulations constitutes illegal fishing, he said.

E-BLOTTER STARTS AT LPPO, TCPO AND OCPO

Camp Ruperto K Kangleon, Palo, Leyte - To modernize data storage in police stations, the Police Regional Office 8 has recently launched the “e-Blotter” or the electronic blotter system in Leyte Police Provincial Office (LPPO), Tacloban City Police Office (TCPO) and Ormoc City Police Office (OCPO).
The e-Blotter, also known as Crime Incident Reporting System (CIRS), does not only facilitate crime documentation, but will also present quick and reliable transmission of crime information from the police stations to the regional offices and to the PNP headquarters in Camp Crame.
According to PSSUPT ELIZAR PATANO EGLOSO, Chief, Regional Police Community Relations Division that Leyte Police Provincial Office, Tacloban City Police Office (TCPO) and Ormoc City Police Office (OCPO) are the pilot projects of the said program. So they have installed the e-Blotter software from the twenty (20) equipments received from Camp Crame which are needed for the new system.

Right now selected police officers from the Regional Investigation and Detective Management Division are conducting hands-on trainings on how to use the new system and later on this will be re-echoed/disseminated to police stations.
Moreover he said that this move will provide transparency in the police community since it is one way of
enhancing the crime reporting system in the country for effective law enforcement, which requires comprehensive, adequate and timely information on crimes.
Before, when citizens want to report a crime or file a complaint, they would usually go to the police station and a police officer will take handwritten notes in a huge logbook called the police blotter.

With the new system, however, the reports would still be logged manually but at the same time, they will be encoded in a computer linked to the police's central reporting network called the PNP Crime Incident Reporting System.

Such kind of system is very vital in mapping out strategies for quick response and crime prevention,” he added.

3 COLLEAGUES ACCUSED OF MURDER

Camp Ruperto Kangleon, Palo, Leyte – PSSUPT ELIZAR P EGLOSO, Chief, Regional Police Community Relations Division said that the police will not be deterred in pursuing lawless elements so to maintain peace and order in the region and assuring the public of a safe environment through intensified police visibility. At the same time according violators/criminals due process and of their rights.

At about 1:18AM on January 18, 2012, a certain Jeffrey Fallorina Torrefiel, of legal age, Security Guard of Commander Security Agency personally appeared at Ormoc Police Station and reported a shooting incident.

Torrefiel related that while he was on his post at Land Bank, Real Street, Ormoc City, he heard a noise at the back of his post which prompted him to check the vacant lot at the back of Serrafica building. He saw three (3) malefactors inside the vacant lot suspiciously dragging a half-naked unconscious male.

Upon receipt of the information, REACT Team led by PINSP ARVIE A TRAZO, Officer of the Day, along with his personnel together with the Police Station 1 operatives responded immediately to the crime scene. They discovered a half naked dead body and were able to identify him as RAYMUND GUILLEMER DURANO, 19 years old, single, fast food helper and a resident of Barangay Mas in, Ormoc City. Its face clad with blood suspected to be a gunshot wound on the forehead lower part.

According to report, that while the responding officers were cordoning and securing the place, there were people spotted at the third floor of the building looking out suspiciously from the window and upon verification, the three (3) male suspects went out of the building and voluntarily surrendered. They were identified as: Jimboy Laurea Juevesaño, 19 years old, single; Dante Guillermo Sebosido, 24 years old, both Security Guards of L and G Security Agency detailed at Serrafica Building; and Orlando Guillemer Rubio, 19 years old, single, employee of Gaisano Riverside mall, all residents of Barangay Mas in, Ormoc City.

Suspects were immediately apprehended and apprised of their constitutional rights. One of the suspects Jimboy Guillemer Juevesaño admitted to have accidentally shot the victim claiming that the latter allegedly grabbed his caliber .38 revolver service firearm.

Initial investigation revealed that the victim was last seen having a drinking spree with the suspects at their post at about 11:45PM on January 17, 2012.

Suspects and the recovered firearm were immediately brought to Police Station 1 by the responding officers, while the SOCO Team led by PINSP INFANT conducted the crime scene processing.

Mayor Matin Petilla of Palo expresses gratitude to SP for her commendation

TACLOBAN CITY – Mayor Remedios “Matin” Petilla of Palo, Leyte and the founding chair of the Kasadyaan Festival and executive chairman of the Pintados-Kasadyaan Festivals of Festival expressed her gratitude to the members of the Sangguniang Panlalawigan of Leyte who passed and approved a resolution commending her in her effort to showcase and preserve the cultural tradition of the province by expressing it in a festival form.

The resolution of commendation was authored by Board Member and Majority Floor Leader Carlo Loreto.

Loreto explained that said resolution of commendation to Petilla was to acknowledge her efforts to create a festival that will make known not just in the region but in the entire country.

“She had been dreaming for this since she was the chair of the Provincial Tourism Council and was the governor of Leyte, and now her dreams had become a reality with the various awards and recognition that festivals of Leyte are getting from various festival competitions in the country,” Loreto explained.

Among these award winning festivals are the Alikaraw Festival of Hilongos, Buyugan Festival of Abuyog, Karatong Festival of Dulag and now the Lingganay Festival of Alang-alang.

“Without her effort, there is no festival like these that gives honor and pride to the province of Leyte and to the region as well,” Loreto added.

Petilla in response to the commendation said that she was happy to hear that her effort was acknowledged by the members of the provincial board.

“It was an honor for me, but what I’ve did for the Lingganay was to show support to them,” said Petilla.

“I was not the only mayor who was present in the Sinulog but there were other mayors from other towns who went there showing their support to our contingents” she added.

Being the head of the Kasadyaan Festival and to ensure that the festival from Leyte will bag an award, Petilla said that along with her who went to Cebu was the members of KASKU or the Kasadyaan Kultura Leyteña who made critiquing to the presentations of the festivals of the province days before they were present in the Sinulog.

“And they really made a good presentation which is why they bagged the awards,” she added.

With this achievement of festivals of the province, Petilla said that nothing can stop them from holding the Pintados-Kasadyaan Festival this year.

“Even if we were not granted to have a parade last year, we were still able to have the festival competition, so nothing and no one can stop us from holding the festival this year,” Petilla said.

“But we still try to get a permit from the city mayor of Tacloban if he will allow us,” Petilla stressed.

“But even if he didn’t grant us a permit we will still continue the festival presentation,” she added.

Security remains a problem of some mining companies in EV

TACLOBAN CITY – Security is one of the main concerns that until now mining companies operating in the region are trying to address to ensure the safety of their personnel and their machineries.

Vicente Lao, president of Mount Sinai Mining Exploration and Development Corporation in, an interview at the induction of new officers for Alliance of Responsible Miner of Region 8, said that prior to the start of their operations, the security of the place is one of the main considerations that they are looking at.

Although it is inevitable that incidents may happen inside the area of their operation, Lao said that operations must push through.

Just recently, Lao revealed that a security guard of their mining plant in the municipality of General Macarthur in Eastern Samar was shot.

General Macarthur is one of the two areas in Eastern Samar where Mount Sinai is operating. The other is in the island of Homonhon in the municipality of Guiuan.

“These things are to be faced by us as one of the problem in our operation, but this must not stop us from operating,” said Lao.
“We treat it as a threat but we must look forward,” Lao added.

To recall, in the operation of a mining firm in Manicani island one of their mining engineer was killed in some anti-mining activities a few years ago.

October of last year, an incident in a mining company had triggered for the national government to order for the tightening of security to mining firms.

Abut 200 members of New People’s Army raided Taganito Mining Corporation, its affiliate Taganito HPAL Mining Corporation and Platinum Metals Group at in Clavel town in Surigao del Norte.

The communists group burned down heavy equipments, disarmed their security personnel and held down some of their personnel.

CATTLE RUSTLER ARRESTED

Camp Ruperto Kangleon, Palo, Leyte – PSSUPT ELIZAR PATANO EGLOSO, Chief, RPCRD states that, anybody found to have violated the “Anti-cattle Rustling” law will be punished in accordance with Presidential Decree 533. It adversely affects food production for self-sufficiency in rice, corn and other staple crops, as well as in fresh meat and prejudicing the livelihood of our agricultural workers.

PNP PRO8, in its effort to decrease, if not to eliminate theft of livestock has strengthened police operations on cattle rustling.

At about 10:00AM on January 13, 2012, at Borongan Public Market, elements of Borongan Police received information from a concerned citizen that a suspiciously stolen Carabao was being sold by a certain malefactor. Upon receipt of the information, investigation was immediately conducted led by PSUPT MARIO CRISTINO ALPEZ LUCERO, COP and was able to arrest the suspect identified as JOJO AÑO BADIOLA, 29 years old, married and a resident of Barangay San Jose, Borongan, Eastern Samar who was still at the vicinity.

Initial investigation disclosed that, said Carabao is actually owned by MARILES DILAO, of legal age, single, and resides at Barangay Songco, Borongan but it is under the custody of SILVESTRE COSTUNA of Barangay San Jose.

Subject person was brought to Borongan Police Station for documentation and proper disposition while the cattle was turned-over to the owner after proper authentication. Appropriate charges have been filed against the suspect.

EGLOSO reiterated that there is an urgent need to protect cattle owners/raisers from the nefarious activities of lawless elements in order to encourage increased source of meat and dairy products as well as in agricultural production.

“NPA desperate and having nightmares on their downfall”

Camp Lukban, Catbalogan City - The Provincial Government of Leyte together with 8th Infantry Division on December 8, 2011 declared the province of Leyte as a manageable conflict-affected area ready for development, a move being criticized by the New People’s Army in Eastern Visayas. Ka Karlos Manuel, the Spokesperson of the Efren Martirez Command, called Major General as daydreaming for such declaration. “Yes the army is daydreaming. We are dreaming of a long lost peace and prosperity in Leyte.

For almost a decade, the provinces of Leyte and Southern Leyte are starting to feel development and immense economic activities after the CPP-NPA-NDF influence in the area had weakened and its terrorist activities had declined.” This was the answer of the good General when asked to comment on the statement of the EMC spokesperson.

Ka Karlos Manuel even claimed that they, the CPP-NPA-NDF, had gained strength while the LGU of Leyte and 8th ID proclaimed the province as insurgency-free.

Having read this statement, Major General Chan, again, replied with a funny expression. “It seems that Ka Karlos Manuel is the one daydreaming and he is on a nightmare. Maybe, he is not aware of what is really happening on the ground or he just wants to conceal the truth that they don’t have the capability to expand its organization in Leyte and soon they will cease to exist. That is the most proximate to reality. Look, if it is true that they have gained strength in the area, the people of Leyte will be the ones to protest the declaration of Leyte as insurgent-free Island.”

It can be recalled that Southern Leyte was earlier declared as Insurgent-free province on September last year. “Ka Karlos Manuel said that they have structured more mass organizations in peasant, women and youth, then this should have been noticed and felt in the area. But where are these mass organizations? The truth is, the people in Leyte no longer believe nor buy this propaganda. The people of Leyte had been awakened from the false representation and propaganda of the CPP-NPA-NDF. The people of Leyte have learned the real truth. Thus, the communist terrorists are now having difficulties in their recruitment.”

Major General Chan likewise denied the contention of EMC Spokesperson that the 8th ID is using tactics to sway civilians to attend meetings they [8th ID] initiated. He considered it as a very insane and preposterous. He humbly acknowledged that 8th ID has no funds to buy lechon and other similar lavish food preparations just to sway the communities on their favor.

On the contrary, he claimed that our communities joined the meetings with the 8th ID in every barangay because they believed that they [8th ID, Phillipne Army] is the real people whom they can depend on. He raises his head and said, “the army [8th ID] serves and will continue to serve as their protector against the NPAs. Incidentally, soldiers of the 8th ID is not asking food from the communities in remote areas as what the NPAs are doing”.

Manuel was too proud when he boasted that the best sons and daughters are being recruited into the NPA. This did not run off from the attention of Major General Chan. He agreed that there are some recruits that replaced a little fraction of the numbers of their former members who either surrendered or lay low.

However, those new recruits are mostly, if not all, are 15 years old and below which is in fact a blatant disregard and violation of international humanitarian Law that prohibits recruitment of minors as combatants. Again, showing much dismay for a wasted hope, he shook his head and said “they [NPA] are a disgrace to Filipino community. They are not ashamed of corrupting young minds and stealing their bright future.

“Certainly I agree with what Manuel has said, that the presence of the 14IB should be highly noted. The existence of 14IB in the area is to secure the rehabilitation of the Gandara-Matuguinao road project against those local terrorists or the NPAs that are impeding the gateway towards development. The construction of this road project would facilitate the easy transport of agricultural products of farmers coming from the far flung areas and become a new attraction of investors that would open-up employment for the common people of Matuguinao and its adjacent Municipalities.

Now which one is fearful, the presence of soldiers who are securing the opportunity of the populace? Or the NPA’s obstruction of the road project to deny our own people of the development they certainly deserve? What they always wanted is to confine the communities in remoteness and deny them access to information so that the only knowledge that would come in for our people are their own teachings.

A poisonous knowledge that the government is the evil and the source of all difficulties, while their’s, the communism and armed struggle are the solutions”. I beg all of you people of Samar Island. Let us join our hands to make this Gandara-Matuguinao Road realized. The road the NPAs claimed as Road To War. Yes it is! A Road to War Against Poverty and Ignorance.” Chan continued.

On the other hand, the EMC spokesperson also averred that the encounter transpired last Dec. 20 at Las Navas, NSamar by the troops of 34IB against the NPA offensive was entirely “legitimate” since their unilateral ceasefire in response to the Aquino government commences from Dec. 24-26 and Dec. 31 to Jan. 2.

He further states that it was a form of punishment for the government troops which resulted to the death of one (1) soldier and wounding as well, for not keeping their own word on the unilateral ceasefire from Dec. 16 to Jan. 2.

The ambush on the government troops last 20 Dec 2011 by the NPA only highlighted the insincerity of the NPAs to forge peace with the government by taking advantage of the unilateral ceasefire declared by President Aquino during the Yuletide season. Their treachery unmasked their real selves and the real organization they have.

The intent of the unilateral ceasefire was to give respite to the cycles of violence all year yet our soldiers are still duty-bound to secure villages and communities against violence and lawlessness from the NPAs. The soldiers sacrificed precious time that should have been spent with their loved ones so that our people can celebrate and enjoy yuletide season away from harm posted by these bandits [NPAs}.


Moreover, to answer other allegations and propaganda the EMC spokesperson posted, Major General Chan left two challenges to the CPP-NPA-NDF Eastern Visayas. “We challenge the NPA! If they can show any proof that the 8th ID troops committed violation on Human Rights and International Humanitarian Law in our area of operations during my time as Division Commander, then we will prosecute those soldiers to the point of putting them in jail and discharging them from the service.

In fact, the NDF-EV has filed several cases earlier than year 2010, but all were dismissed for lack of basis and substantial evidence.

If the NPAs can prove that we are disturbing the tranquility of the civilian populace in any area under my command then we will punish them. If there are any school, health centers, barangay centers and civilian buildings that were used as base camps then we will chastise them together with their commander. It is easy to claim but difficult to prove, especially when somebody’s claim is based on lies and the objective is just to malign the belief of the people.


We challenge the NPA to show proof. Do not keep on claiming or throwing accusations without basis. If you cannot respond to these challenges, then that would be tantamount to a conclusion that your statements are merely propaganda designed to poison the minds of the innocent civilians. Tell the truth. The problem with the NPAs is that they are afraid of the real truth.

The truth is that they are losing popular support. The truth is that they are giving false hopes for our people. The truth is that they are dying breeds, insignificant and plain bandits and outlaws. We pity them; we pity their children and love ones for they cannot taste what a real family is.”

Meanwhile, as Bayanihan continues, the 8ID Chief, Major General Mario Chan assures and believes that the soldiers of 8ID will be more responsible, determined and focused towards the accomplishment of the mandated mission without violation of any law

Lingganay Festival wins in Cebu’s Sinulog Festival

TACLOBAN CITY-At least two Leyte festivals won in the recently concluded Sinulog Festival in Cebu City, besting other contingents from various provinces in the country.

The Lingganay Festival of Alangalang, Leyte and Karatong Festival of Dulag, Leyte were the grand champion and third runner-up, respectively, in the free interpretation category on Sunday’s Sinulog grand festival.

Mayor Loreto Yu of Alangalang, Leyte felt elated after receiving the P1 million cash prize Monday afternoon from festival organizers along with other co-winners.

“We are very happy that we won in the competition especially the children, sobra gud an ira pagrayhak. At least, our efforts became fruitful. Aside from the cash, we are very much happy that we are giving honor for our town and for the province of Leyte,” he said when reached by phone.

He said Lingganay Festival, which was the grand champion of Leyte’s Pintados-Kasadyaan Festival of Festivals last year, bagged the special awards for Best Musicality (Festival Music) and Best in Festival Costume.

Meanwhile, Karatong Festival of Dulag, Leyte, which was one of the festival contingents of the province, was declared third-runner up.

Placer, Masbate’s Tribu Himag-ulaw won second runner-up in the same category while Lumad Basakanon of Barangay Basak-San Nicolas in Cebu City and Toledo National High Vocational School of Cebu got the fourth and fifth post, respectively.

Nearly 400 performers to include the dancers, props men, musicians and support staff of the participating contingent fueled the grand performance of Lingganay festival, Yu informed.

“The Lingganay Foundation has still to plan out how the cash prize will be spent. And we will sustain the festival to take pride to the country of the rich culture of Leyte,” he said, adding that their preparations for Aliwan Fiesta have already started since they received the invitation after winning the festival competition during last year’s Tacloban fiesta.

Aliwan Fiesta, dubbed as the “mother of all fiestas” in the country, is an annual event that gathers different cultural festivals of the Philippines in Star City Complex in Pasay City wherein contingents compete in dance parade and float competitions, with prizes totaling to more than P3 million.

And because of this, Palo Mayor Remedios “Matin” Petilla, the executive chairperson of Leyte Kasadyaan Festival, said the League of Municipalities of the Philippines- Leyte chapter whom she also chairs, will give its all-out support to the municipal government of Alangalang

“The performance of our contingents is a confirmation of all our efforts. It was a community effort as everybody helped in the preparations. The dance execution and the costume wowed everybody during their performance,” she said over a radio interview yesterday.

This is the second time that Leyte produced a winning cultural festivals held outside the province with the famed Buyugan Festival of Abuyog being the first to do such feat.

Petilla said the achievement of Alangalang would serve as an inspiration for the next Leyte festivals.

Lingganay and Karatong were both winners in the 2011 Pintados-Kasadyaan Festival of Festival, held every June in honor of Sr. Sto. Niño, patron saint of Tacloban.

Lingganay also bagged the Best in Costumes and Best in Musicality in the Sinulog Festival competition.

Earlier, Nerissa Modesto, the lead dancer of Pasaka Festival of Tanauan, Leyte, took home the crown as first runner-up of the Sinulog Festival Queen 2012 competition and took home P30,000 while the second runner-up was Conchitina Cleofe Yu of Tribu Lingganay, Alang-alang.

Loreto urges Leyteños to mitigate, adapt to calamities

TACLOBAN CITY – Mitigation and adaptation are two of the most important lessons that every Leyteño should learn in facing calamities and disasters that occur in the province, said Board Member Carlo Loreto, the author of the province’ environment code.

Mitigating floods, according to Loreto, can be done by planting more trees and replacing those trees that were cut down by new one.
Aside from it, another way of mitigating floods is by not throwing plastics and other materials that will clog waterways and canals, added Loreto.

He added that biodegradable wastes must be separated to non-biodegradable wastes and people must learn on how to do recycling to lessen wastes that are dump in landfills or dumpsites.

As the province and the region is among the areas in the country that regularly experience heavy rainfall and typhoons, Loreto said that people in the province had already learned on how to adapt to the situation.

This is shown through the attitude of people in the province who, despite calamities and disasters, still manage to smile in their condition or situations.

But aside from adapting mentally, Loreto stressed that people should also learn to adapt physically.

“Rivers should be dredged and make it deeper and their banks must be cemented or concreted to avoid them from eroding during heavy rainfall,” Loreto said, adding that it might be expensive to do.

He cited as example of physical adaptation the people in Burma whose pool houses are high.

“If we do not take care of our environment, many people will perish just like on what had happened in Cagayan de Oro City, Iligan, Ormoc and Guinsaugon,” Loreto said.

Moreover, another way of mitigating calamities and disasters on the part of the Department of Science and Technology is by acquiring equipment or gadgets that can help give information or warning to the local government units.

In the region, the DOST is encouraging local government units to acquire latest designed gadgets that can help them in monitoring the amount of rainfall and water level in their area.

These weather monitoring facilities include automatic rain gauge, automatic weather system and water level sensor.

PASAR management assures that they are on top of the situation – Icot

TACLOBAN CITY – Leyte Governor Jericho Petilla said that he was assured by the management of the only copper refining plant in the country, the Philippine Associated Smelting and Refining Corp. (PASAR) located inside the Leyte Industrial Development Authority, that they are on top of the situation.

This after the management of PASAR temporarily shut-down its operations when its acid plant, where the electrostatic precipitator was located, was burned down at around six o’clock in the morning of January 2.

PASAR’s primary product is electrolytic copper cathode.

They also produce doré, an alloy containing approximately 20% gold and 80% silver, used mainly for jewelry and electronics; sulfuric acid for the manufacture of chemical fertilizers; selenium for textile, glass and photocopying industries; slag for shipbuilding and cement manufacture.

Petilla in an interview said that when he called the officials of PASAR they assured him that they will continue their operation but they will secure first the replacement of the machinery to ensure the safety of the personnel and the environment.

“We must not just look at it as business but also on its effect to the environment,” said Petilla.

Based on the earlier report, Paul Tan, PASAR’s assistant vice-president for industrial and community relations department, said that the damage could reach as $1 million.

The company, according to Tan, had already sent some of their personnel to Japan and China to look for replacement of the burned machineries hoping that they can resume their operation by February.

Although they can continue their operation, Tan stressed that the damaged equipment is vital as it is a major equipment in their anti-pollution measures.

Meanwhile, Department of Labor and Employment Regional Director Forter Puguon said that right after PASAR was hit by fire its management immediately reported it to them.

Puguon added that he also visited PASAR last January 10 for the turn-over of livelihood assistance to the unionized employees of PASAR. He also had a tour in the area that was hit by fire.

Puguon added that he was assured by the management that there will be no lay-off to be implemented on their employees.
However, there might be an effect to the service contractors of the company.

PASAR has more 1,000 employees including the service contractors.

“That is what our field officer together with the management of PASAR and the local government of Isabel is discussing with if what can be done to those who might be affected with the temporary shut-down of their operations,” Puguon said.

“Probably, we may provide emergency employment to these affected service contractors,” he added.

DOST distributes weather monitoring equipment in EV

TACLOBAN CITY – The Department of Science and Technology in this region is already done with the distribution of various automatic weather monitoring equipment that can help local government units in their disaster preparedness program.

These equipment, according to Paul Quiñones, DOST regional information officer is said to be beneficial to the local government units in the monitoring of weather conditions in their respective provinces especially that the region is one of the disaster and calamity prone areas in the country.

Among the automatic weather equipment are the automatic weather system, automatic rain gauge and water level sensor.

Six units of automatic weather systems were distributed in five provinces in the region.

These equipments are placed in the municipalities of Catarman in Northern Samar, Salcedo in Eastern Samar, and St. Bernard in Southern Leyte and in the cities of Catbalogan in Samar, Maasin in Southern Leyte and Tacloban in Leyte.

Biliran province, according to Quiñones, was not provided with such equipment.

Automatic rain gauges were distributed in areas where there are state colleges and universities, as there is a Memorandum of Agreement which the DOST together with the school need to enter into as the equipment is to be installed inside the school campus.

However, if there is no state university or colleges present in their locality, Quiñones said that the MOA will be entered into by the local government units.

Areas in the region with automatic rain gauges are Biliran, Calbayog City, Can-avid, Catarman, Palo, and San Ricardo.

There are two water level sensors that were provided in the region and these are all located in the town of Saint Bernard in Southern Leyte.

Another water level sensor is to be installed, according to Quiñones, in the city of Ormoc.

Quiñones added that all equipment are locally made and designed by the Department of Science and Technology.

Each equipment cost from P100,000 to P200,000, he added.

Yaokasin denies having to do with B-Meg operation

TACLOBAN CITY – If the executive department cannot perform their function, they cannot delegate their duties to the legislative body.This was the reaction of Councilor Jerry “Sambo” Yaokasin.

This after some residents and officials of Marasbaras area were said to have been advised by the executive department of this city to appear at the city council to ask for solution to the problem which they are experiencing in their area.

The problem involves a feed manufacturing operating in this city which the residents have complained about their operation.

To recall, residents of Marasbaras had previous complaints against B-Meg Corporation, the only feed manufacturing company in this region, over the foul odor coming from the plant which the residents feared that might affect their health.

Said concern was already addressed by the City Health Office and the City Mayor’s Office where a closure order was issued.

However, during the recent regular session of the city council,some residents of Marasbaras went to the session hall to express their grievances against the feed manufacturer,surprising some of the council members.

“They were not included in the calendar of agenda and what is more surprising is one of the council member is trying to put the blame on me, even though I have nothing to do with the operation of the company,” said Yaokasin.

“Even if they are not included in the agenda, we still listen to them, unlike what had happened last year when Maribel Munsayac of MGB was invited to attend the session, her presence was recognized as it was included in the agenda yet the majority members of the city council didn’t listen to what she was about to say because they leave the premise even without the adjournment of the session,” Yaokasin added.

Yaokasin added that he does not deny that the legal counsel of the B-Meg is his cousin and the owner of SARC Corp. Incorporated is a relative of his wife, however, he emphasized that he should not be blamed in any of the problem as he has nothing to do with their operation.

“I have no peculiar interest with the company, in fact I did not abstain or object, instead I voted for the resolution asking the executive department to make immediate action on the issue,” Yaokasin explained.

“In reality, this problem need not be tackled in the Sanggunian Panlungsod as there is already a recommendation from the concerned department in the city, that advises the city mayor’s office to issue a cease and deceased order,” said Yaokasin.

“And if they found-out that a company is operating without a business permit, they can close its operation without asking the members of the council.That is why we are wondering what’s with this problem why they need to bring this issue to the council and somehow put the blame on me,” he added.

He added that as there is already a report of violation from the city health office, the city licensing office may enforce closure of the business establishment.

Yaokasin said that although there are complaints from the residents in the city with regards to the operation of B-Meg, the Environmental Management Bureau of the Department of Environment and Natural Resources based on the study and reports said that there was no violation in terms of pollution.

Recently, elements of Dagami Police led by PSINSP ROMULO G ALVARINA arrested a certain LOUIE GUARINO GALAN, 40 years old, married, laborer and a resident of Barangay Hitomnog, Dagami, Leyte.

GALAN was arrested by virtue of Warrant of Arrest issued by Honorable YOLANDA DAGANDAN, Presiding Judge of RTC Branch 15, Burauen, Leyte for violation of the Republic Act 7610 docketed under Criminal Case number BN-06-4661 with a recommended bail of P80,000.00 and was temporarily detained at said station for proper dispositive action.

PSSUPT ELIZAR P EGLOSO, Chief, Police Community Relations reiterates his appeal to the public that whoever learns or has knowledge of circumstances that a child is abused, they may report either orally or in writing to the Department of Social Welfare and Development (DSWD), to a Barangay Council, to the police or other law enforcement agency.

MAN ARRESTED FOR VIOLATION OF RA 9287

Camp Ruperto Kangleon, Palo, Leyte – The PNP’s persistence on enforcing Republic Act 9287 otherwise known as the “Anti-Illegal gambling” law leads to the arrest of JESSIE ANTIPALA, 32 years old, single, jobless and a resident of Barangay Bacolod, Hinundayan, Southern Leyte.

ANTIPALA was arrested by the elements of Hinunangan Municipal Police Station in coordination with Hinundayan Police Station by virtue of the Warrant of Arrest issued by Honorable ALTONE MIRALLES, Presiding Judge of RTC, 8th Judicial Region, Branch 26, Bulwagan ng Katarungan, San Juan, Southern Leyte dated July 5, 2011 docketed under Criminal Case Number 1714 for violation of RA 9287.

ANTIPALA was then brought to Hinunangan Police Station for proper disposition and subsequently turned-over to the issuing court.

According to PCSUPT ARNOLD R REVILLA, PRO 8 Regional Director explains that, under RA 9287, maintainers, managers and operators of outlawed gambling may be punished with imprisonment from 12 to 14 years while public officials and lawmen found protecting them may be jailed for 16 to 20 years. Gambling operators can be fined for P3M to P5M pesos.

PSSUPT ELIZAR P EGLOSO, Chief, Regional Police Community Relations also said that, supervisors, bet collectors and other workers of illegal gambling outfits may be jailed from 6 to 12 years. Even ordinary bettors may be imprisoned from 30 to 90 days.

MAN ARRESTED FOR ILLEGAL POSSESSION OF FIREARM AND AMMOS

Camp Ruperto Kangleon, Palo, Leyte – The DILG and PNP are asking Congress to pass a law making illegal gun possession a non-bailable offense as a part of the governing body's new drive to reduce, if not completely eliminate, a projected 1.1 million loose firearms in the country.

PNP PRO 8 in its full support of this campaign has arrested on January 10, 2012 a certain EFREN DAIZ LUMAIN, 43 years old, married, and a resident of Barangay 4A, Guiuan, Eastern Samar by the elements of Guiuan Police for illegal possession of M1911 A1 caliber .45 pistol bearing serial number 1152855 with a loaded magazine and two (2) rounds of live ammos.

Responding police officers who were on foot patrol disclosed that, LUMAIN with his companion who were both drunk entered Barracks Grill and Resto Bar located at Barangay Salug, Guiuan, Eastern, Samar and ordered for food and drinks. Moments later, the suspect suddenly pointed his firearm at the back of DONALYN ABUEME, a waitress of said establishment with no apparent reason. She then hurriedly ran for her safety. The suspect got irked and fired his firearm up that caused alarm and panic to the people in the area prompting JOSE VASQUEZ, Security Guard of the place to appease LUMAIN and managed to grab his firearm.

Subject arrested person and the confiscated firearm were brought to Guiuan Police Station for documentation and proper disposition.

In connection with this, PSSUPT ELIZAR P EGLOSO, PRO8 Chief, Police Community Relations Division said that the PNP is targeting to account the projected loose firearms currently in the hands of syndicated armed groups and criminal elements. Such number of loose firearms also includes guns with expired licenses. EGLOSO also appeals to the community to help the DILG and the PNP carry out its campaign against illegal possession of firearms.

ILLEGALLY CUT LUMBERS RECOVERED

Camp Ruperto Kangleon, Palo, Leyte – PNP PRO 8 led by PCSUPT ARNOLD RAYALA REVILLA, PRO 8 REGIONAL DIRECTOR notes that illegal logging must now be placed in the order of most serious crimes against the community. The series of landslides and flashfloods that hit the region should serve as a call for us to join hands in preserving our environment and stepping up reforestation.

This calls headed the elements of Borongan Municipal Police Station to conduct operation on “OPLAN KALIKASAN” led by PSUPT MARIO CRISTINO LUCERO, Chief of Police on January 8, 2012 at Sitio Limbuhan, Barangay San Jose, Borongan, Eastern Samar.

The team recovered assorted sizes of abandoned illegally cut lumbers with a total volume of 165 board feet with an estimated value of P13,183.00.

At about 6:00AM on January 7, 2012 at Sitio Canawa, Barangay Mirador, Mondragon, Northern Samar, elements of Mondragon Police Station led by SPO2 NORBERTO ORTIZ with three (3) other PNCOs were able to recover eight (8) pieces 2x8x10 and seven (7) pieces 2x6x10 abandoned illegally cut lumbers at said place.

Burauen Police Station led by PINSP ALLAN NOVALES, OIC, also recovered abandoned illegally cut lumbers when they conducted an operation together with the CENRO personnel. They were able to recover 70 pcs 2x2x12 abandoned illegally cut lumbers with estimated volume of 280 board feet.

According to PSSUPT ELIZAR P EGLOSO,Chief, Police Community Relations Division, illegal logging is an obvious attribute of deforestation causing flashfloods and landslides where the community as a whole suffers. Everyone is encouraged to conserve and preserve the resources we use, to undertake reforestation in order to prevent such disasters.

Camp Ruperto K Kangleon, Palo, Leyte - In line with the Third Key Result Areas (PNP Facilities Development) of the Philippine National Police (PNP) Integrated Transformation Program which aims to develop and upgrade the facilities of the PNP, PRO8 holds the Ground Breaking Ceremony that will signal the construction of the Regional Health Service 8 Level 1 Hospital at Camp Ruperto K Kangleon, Palo, Leyte, according to PSSUPT ELIZAR PATANO EGLOSO, Chief Regional Police Community Relations Division.

PCSUPT ARNOLD RAYALA REVILLA, Regional Director represented by PSSUPT EDGAR O BASBAS, Deputy Regional Director for Operations, PSUPT ALVIN T OPINIANO, MD, MSPH, Chief, Regional Health Service 8 together with the Guest of Honor and Speaker DIR. EDGARDO GONZAGA, Regional Director, DOH8 officiated the groundbreaking ceremony for the construction of Php 5.2 million worth of hospital for PRO8 inside this Camp which started at about 9:00 AM and witnessed by the PRO8 personnel and other members of the DOH personnel.

The ceremony marked the beginning of the construction of the said hospital to address the growing and changing health care needs of the PNP personnel and their family in the region.

Meanwhile, Guest of Honor and Speaker Dr. EDGARDO GONZAGA, in his message, said that the project is inline with the Department of Health CY 2010 Mellinium Development Goals Program and Guided by the 1987 Constitution Principle that “Health is a Right of every Filipino citizen, and the state is duty bound to ensure that all Filipinos have equitable access to effective health care services, identified health stations and hospitals for upgrading. PRO8-RHS8 proposed a 5.2 million Level 1 infirmary hospital with a 2 million worth of equipment. This is a result of the instruction of Dir. Edgardo M Gonzaga MD, DOH Region 8 director dated May 20, 2010 thru the Coordination of then OIC, Health Service 8 PCI JORGE C RUEDA III during one of the inter agency conferences and inspection of DOH8, in compliance to its Supervisory Mandate on all Government Hospitals. This Level 1 Hospital aims to be more responsive to the health needs of its catchment population and to decongest the tertiary hospitals in the nearby places.

He added that through these, we will be able to attain an improved universal health care, with better health outcomes, responsive health system and equitable health financing, such as to improve the access and quality affordable medicines and to improve the plight of health education, placement, compensation, among others.

PRO8 DESTROYS CONFISCATED FIRECRACKERS

Camp Ruperto K Kangleon, Palo, Leyte - A few days after the Yuletide Season festivities, the Police Regional Office 8 personnel destroyed earlier today,Friday at PRO8 Grandstand some P37,000 worth of confiscated illegal firecrackers here in Eastern Visayas.

This Police Regional Headquarters decided to soak these large heap of confiscated banned pyrotechnic materials, mostly Piccolo firecrackers with water.

PSSUPT ELIZAR PATANO EGLOSO, Chief Regional Police Community Relations Division supervised the disposal of more than a thousand pieces of Piccolo seized by operatives in the run-up to the New Year revelry from vendors for the covered period December 16, 2011 – January 1, 2012.

Among the destroyed firecrackers were powerful ones like “Pla-pla,” “Goodbye Philippines,” and “bawang.”

The items were confiscated in separate operations by the Police Regional Office 8 personnel in different areas in Eastern Visayas.

Said activity were witnessed by PSSUPT PEPITO M PACADA, Chief Regional Directorial Staff, Explosive Ordinance Detection Team 8 personnel (EODT8), other Police Commissioned Officers, Non-Commisioned Officers, Non-Uniformed Personnel and media personalities.

CARNAPPED VEHICLE RECOVERED BY ORMOC CITY POLICE AND HPG 8

Camp Ruperto Kangleon, Palo, Leyte – PNP PRO 8 is strengthening its approach in the “Anti-Carnapping Campaign” involving inter-agency coordination, particularly with the Land Transportation Office which is responsible for registering all vehicles. And the PNP is also enhancing the capability of the Highway Patrol Group to run after car theft syndicates, PCSUPT ARNOLD R REVILLA, PRO 8 Regional Director said.

Just recently, a khaki brown Toyota Land Cruiser bearing plate number GEN 800 was recovered by the Ormoc City Police which was reportedly carnapped on January 1, 2012.

It was learned that the vehicle is owned by MERCED AVILES GATCHALIAN, 49 years old, married, a school administrator of Saint Anne School and a resident of Barangay Cogon, Ormoc City. It was parked along corner San Pedro and Aviles Streets, Ormoc City when it was carnapped by an unidentified person/s.

At about 10:00 o’clock in the morning on January 2, 2012, a joint follow-up operation was conducted by the Ormoc City Police led by PSSUPT NILO D DONAYRE, City Director of Ormoc City Police Station 1, PSI MANUELITO D WENCESLAO of Police Station 2 together with the Regional Highway Patrol Unit 8 led by PSSUPT ROMEO P CAMPOMANES.

Said operation resulted to the recovery of the vehicle at Barangay Maticaa. Ormoc City already abandoned by the suspect/s. Investigation disclosed that its car stereo was removed and being carted away by the suspect/s. The vehicle was then withdrawn by the owner after presenting an affidavit of undertaking and proof of ownership.

Operatives of Ormoc Police Station 1 are still conducting investigation for the possible indentification and apprehension of the suspect/s.

PSSUPT ELIZAR P EGLOSO, Chief, Police Community Relations Division advises the public especially vehicle owners to take steps to avoid being victimized by car theft gangs, such as installing car alarm systems and engine immobilizers.

EGLOSO also requests the public for any information regarding carnapping to help the PNP in its campaign.

TAKBO MAHARLIKA ARRIVED TACLOBAN BOUND FOR SL

Camp Ruperto Kangleon, Palo, Leyte –The PNP Police Regional Office 8 supported the 14th Leg Takbong Maharlika, Tungo sa Pagkakaisa” Project through the leadership of PCSUPT ARNOLD RAYALA REVILLA.

Assembly time of the activity was at 5:00AM at Barangay Bagacay, Tacloban City. A simple ceremony was conducted before the run which started along Maharlika Highway to Imelda Village, Tacloban City.

PCSUPT SAMSON R TUCAY (RET), lead runner of the Takbo Maharlika with FR. CARMELO DIOLA, Head Steward, Dilaab Foundation, 2nd Lead Runner spearheaded said activity.

They were also joined in by PDIR GEORGE Q PIANO, The Directorate for Logistics.

A Transformation Forum on the PNP ITP – PGS (Integrated Transformation Program – Performance Governance System) was conducted after the run at the Tacloban Convention Center. It was opened with a prayer by PCINSP REYNALDO PIAÑAR. Then, PCSUPT VICENTE A LOOT, PRO 8 DRDA welcomed all the participants before the Ceremonial Turn-over of the Takbo Maharlika between the Tacloban City Police Office and Leyte Provincial Police Office.

Afterwards, Takbo Maharlika runners are expected to arrive Southern Leyte tomorrow (January 5, 2011).

PSSUPT ELIZAR P EGLOSO, Chief PCRD notes the significance of the Takbo Maharlika as a Human Resource Development Component of the PNP ITP – PGS. It also aims to initiate fitness for all PNP personnel to stay fit and consequently promote a national culture of fitness leading to the vision of a healthier and happier Philippines.

New ambulance donated to 8th ID

TACLOBAN CITY – A brand new ambulance donated by the Lingap Kawal Foundation through the Office of The Deputy Chief of Staff, of the Armed Forces of the Philippines was turn-over to the 8th Infantry Division, yesterday.

The ambulance, according to Lt. Colonel Niceforo Diaz, is to be used by the Camp Lukban Station Hospital (CLSH) of the 8th ID Headquarters primarily on evacuation of patients.

With the addition of this vehicle, the CLSH now has three ambulances that could further enhance its lift capability for evacuation, and will also be catering to military patients and their dependents.

The ambulance units of the division have figured in the evacuation of civilian victims of accidents or disaster related incidents in the region.

It is also to help in making 8th ID effectively perform its task in accordance with the Internal Peace and Security Plan.

The military hospital of 8th ID normally caters only for military personnel and their dependents but sometimes it also caters to wounded civilians and wounded members of rebel groups that are captured by military forces.

Camp Lukban Station Hospital is a primary hospital with two medical doctors, one veterinarian and six registered nurses as of July 2011.

Early last year, the Department of Health in this region provided financial assistance to said hospital amounting to P4.7 million for the upgrading of its infrastructure and acquiring medical equipment in relation to its upgrading to a Level 2 category hospital.

‘Go Leyte’ to be aired over IBC-6 starting Jan. 14






TACLOBAN CITY – A travel show program conceptualized by the Leyte Pride Project, the provincial government of Leyte and the Department of Tourism in this region that will showcase culture, tradition, cuisine, history and different tourist attractions of the province is set to start its airing over local television station IBC-6 this January 14, 2012.

The program, dubbed as Go Leyte and hosted by vibrant young Leyteños, aims to provide a glimpse and ideas to audience if what places and what are the things that visitors can do each time they visit municipalities and cities in the province of Leyte.

“We want to ring a bell to the people from and outside the province of Leyte,” said Anjo Abrillo of Go Leyte.

The program carries three banners: “discover”, “explore” and “celebrate,” Abrillo added.

“We want people like those who have roots that are from the province to discover our province and let them experience things that we can offer them,” he added.

Among the areas to be showed in some of the episodes of program are the Calanggaman Island, Quatro Islas in Inopacan, Abuyug and several places that had not yet been discovered or a few had just visited the place.

Aside from various tourist attraction that are to be shown, Abrillo added that sports activities that are known in the province and other outdoor and adventure sports are also to be featured in the show.
