City SP wants Tacloban Engineer’s Office to shed light on filling, reclamation activities

TACLOBAN CITY – City Councilor Neil Glova through a resolution obliging the heads of the Tacloban City Engineer’s Office to appear before the members of the Sangguniang Panlungsod of Tacloban to provide explanations to the on-going filling and reclamation activity in this city.

In an interview with Glova, during their recent session at the city council of Tacloban, his fellow members particularly Councilor Bianco Mate expressed concern on the on-going filling operation being conducted in Barangay 27 where he is residing.

Based on the account of Mate as stated by Glova the drainage system in the said barangay along the Zamora Street is already affected with the filling operation being done by its developer.

Glova added that Mate had also asked the city council members if the ordinance that regulates the filling activity in this city is being observed and properly implemented by the city engineer’s office.

“Aside from filling there are also reclamations activities conducted in the city but these are questionable as it goes against local and national law,” Glova said.

Subject to said reclamation activities is the Cancabato Bay declared as a fish sanctuary by the members of the city council to protect the aquatic life present in said bay.

Aside from the Cancabato Bay, there are also areas in Utap and Abucay that is subject for filling that clogs waterways resulting to flooding during rainy days.

“But this is not the only problem that we are facing, the big problem that we at the city council is experiencing is the act of the city engineers office which they disregard our invitation for them to appear with the members of the city council to clarify if these ordinance are being implemented properly,” Glova stress.

“We wanted to ask them if why can’t they implement the ordinance for those activities and aside from it we also wanted to be clarified on the ordinance for the master drainage plan of the city which is now obsolete,” said Glova.

The master drainage plan of Tacloban was drafted in 1986 and approved in 1987 and implemented for 10 years.

“Until now, we are still using the said master drainage plan which already needs to be updated that is why we at the city council wanted to talk with them for us to discuss if what are the solutions that we need to do for these problem,” Glova stressed.

Glova also revealed that according to Mate, the on-going filling operation in Barangay 27 did not follow proper procedure as the developer conducted filling on the area before they seek for clearance from the barangay concern.

“This is in contrast to our existing ordinance and national law, that is why we need clarification from the city engineers’ office,” Glova stressed. (Roel Amazona)
