Colonel Labador is the new 801st Brigade Commander

Camp Lukban, Catbalogan, Samar – The Army’s 801st Infantry Brigade welcome its new commander Colonel Romeo Labador in today’s simple but meaningful change of command ceremony held at Camp Eugenio Daza, Hinabangan, Samar with Major General Mario Chan, the Commander of 8th Infantry Division, presiding the activity.

Outgoing Commander, Colonel Alexander Albano, who had already assumed commandership of the Army Reserve Command earlier, has spearheaded the brigade’s operations in Eastern and Western Samar for more than two years before relinquishing his command to Colonel Romeo Labador, a member of Philippine Military Academy Class of 1983 and the former 8ID’s Chief of Staff.

In his assumption speech, Colonel Labador said that he will focus his efforts in the implementation of Internal Peace and Security Plan “Bayanihan” to sustain the peace that reigns in the two provinces under his area of operation more particularly on the communities declared as insurgent-free to prevent the re-incursion of the Communist Terrorists (CTs).

Meanwhile, Major General Chan recognized the remarkable accomplishments of Colonel Albano in his more than two years stewardship of the Brigade that brought meaningful change to the lives of the people in the area. He also congratulated Colonel Albano for a job well done and bid ‘good luck’ to him on his new assignment. He likewise expressed his appreciation to the provincial officials headed by Governor Sharee Ann Tan-delos Santos of Samar and other stakeholders who were present and thank them for their all out support to 801 Bde under Col Albano.

8ID junks Katungod-SB-Karapatan’s allegation of violation of rights of children by 14IB

Camp Lukban, Catbalogan City - The allegation of violation of children’s rights by soldiers of the Army’s 14th Infantry Battalion as mentioned in the press release of the Communist Party of the Philippines’ (CPP) Katungod-SB-Karapatan on March 4, 2011 is a mere fabrication. Accordingly, the incidents transpired in Eastern Samar where 14IB while conducting military operations at Brgy. Huknan, Giporlos municipality allegedly threatened and interrogated two 17 years old children.

However, Lt Col Hermilo Demafiles, Commanding Officer of 14IB dismissed this accusation as untrue. “The statement of Katungod-SB-Karapatan is a total lie and only intends to poison the people we are serving. People might get angry when reading these new propaganda lines of Katungod-SB for they themselves are the one volunteering their support in the pursuit of genuine peace in their province,” says Lieutenant Colonel Demafiles.

“Even the local government officials are satisfied with the way the 14IB implements the peace initiatives in their localities in contradiction with the allegation of Katungod-SB-Karapatan,” he added.

Katungod-SB-Karapatan, a front organization of the Communist Party of the Philippines/New People’s Army (CPP/NPA), usually becomes noisy when it sensed that the government forces are winning in its counter insurgency drive in the area. It can be recalled that 14IB flagged various feats against the terrorist NPA in Eastern Samar where the enemy camps and firearms were seized and a number of them either killed or surrender.

Furthermore, no less than Roberto Gacuma, former secretary of South Samar Front (SSF) of Samar Provincial Party Committee (SPPC), Eastern Samar Regional Party Committee (EVRPC) of the CPP who surrendered recently has confirmed the lies behind this Katungod-SB-Karapatan. In a press conference sometime in March 2010, Gacuma declared that KATUNGOD-SB-Karapatan is being run by the CPP-NPA and serves as their immediate propaganda mouthpiece.

Hence, it is but normal that KATUNGOD-SB-Karapatan is biased against the military being a front organization of the CPP. That is why they were silent when an innocent child was mercilessly killed by members of the NPA that ambushed the troops of 63IB last December 14, 2010 in Northern Samar. Is this not a clear violation of human rights especially the rights of children? KATUNGOD-SB-Karapatan chose to keep their mouth shut regarding this incident because the perpetrators (NPA) are their comrades.

We are therefore appealing to the people of Eastern Visayas not to fall victim to the black propaganda of Katungod-SB-Karapatan but to work hand-in hand with the authorities to include media entities and various religious and people’s organization to take account our moral obligations to maintain peace and harmony in our respective communities.

On March 10, 2011, joint elements of Southern Leyte Criminal Investigation and Detection Team led by PCInsp Ronald A Mendoza and Tacloban City CIDT conducted police operation on CIDG Flagship project on Oplan Mega Shopper at Maasin City, Southern Leyte. This resulted in the confiscation of forty (40) pieces of pirated bold VCDs at a stall owned by a certain Rey Teng, of legal age, married, a businessman and a resident of Maasin City, Southern Leyte.

Said violator, together with the confiscated pornographic materials was brought to Southern Leyte CIDT, Sogod S/Leyte for proper disposition. Then a case for violation of 201 of the Revised Penal Code is now being readied for filing in court. //

PRO 8 NABS ILLEGAL RECRUITERS AND TRAFFICKERS OF MIGRANT WORKERS

Camp Ruperto K Kangleon, Palo, Leyte - PCSupt Arnold R Revilla directed his men in collaboration with concerned government agencies such as the Department of Labor and Employment 8, National Bureau of Investigation and the Philippine National Police to combat the criminal practice which is the human trafficking, if there are any in Eastern Visayas. He said that we should help each other and share information in order to curb illegal recruitment and human trafficking here in Region 8.

Moreover he stressed that the concerned agencies must step up efforts to catch and convict illegal recruiters, to show that it is serious in curbing illegal recruitment and human trafficking. “We need to convict some to teach them a lesson and for them to realize that we are serious about this.”


At about 11:10 PM of March 10, 2011, operatives from N/Leyte Criminal Investigation and Detection Team (NLCIDT) led by PSI Patrick Freddie G Vaño conducted police operations and raided THE BAYVIEW INN & KTV Bar for violation of Republic Act Number 9208 otherwise known as “The Anti Trafficking in Persons of 2003”, which resulted to the arrest of the following suspects, to wit: one (1) Charo T Fernandez alias Yangyang, 42 yrs old, married, floor manager of BAYVIEW INN & KTV Bar and a resident of Soong, Curva, Ormoc City; two (2) Ira C Sampan alias Mir, 22 yrs old, single, cashier of BAYVIEW INN & KTV Bar and a resident of Algria, Ormoc City; and three (3) Ariane C Castillo alias Chekay, 29 yrs old, cashier of BAYVIEW INN & KTV Bar and a resident of Valenzuela City; Jinky P Paragatos alias Jing, 19 yrs old, single, GRO of BAYVIEW Inn & KTV and a resident of Sagkahan, Tacloban City. The arrested suspects and the rescued victim were brought to 8RCIDU Office for booking, documentation and for further investigation.

A criminal charge for violation of Republic Act Number 9208 “The Anti Trafficking in Persons of 2003” was filed before the office of City Prosecutors, Ormoc City in an inquest proceedings docketed under NPS NR: VIII-04-INQ-11C-00032 to include the operator/manager of said establishment named Robert G Del Rosario (at large).//

No lavish graduation rites, says DepEd

TACLOBAN CITY – The Department of Education in this region reiterates that graduation rites for both elementary and high school students must be simple as mandated in the memorandum order of DepEd central office, said Alejandrito Yman of DepEd regional office in a press interview.
In January 17 of this year, DepEd Secretary Armin Luistro signed DepEd Order Number 4 stating that there should be no extravagant special attire or extraordinary venue for the graduation ceremonies as part of the government’s austerity program.

In said DepEd order, it states that there should be no fees should be collected in relation with graduation exercises.

However, the Parents Teachers Association (PTA) may solicit contribution from their members but it should be voluntary and the amount to be collected should be coordinated with the organization, on where it should be used with proper reporting.

It also stressed that no non-academic project shall be imposed as requirements for graduation.

However, Yman added that no matter how the education agency reiterates that graduation rites should be done in the simplest way, there are parents who decides to have the graduation rites of their children in an impressive way where they wanted to have it outside their schools.

“Although we wanted to have it in a simple way, when it is the parents who wanted to have an impressive graduation rites for their children, we cannot do anything about it,” Yman said.

Yman said that since these extravagant graduation rites will need funds, they are prohibiting the teachers to collect the contribution to avoid controversy.

“It would be much better if the parents will be the ones who will collect the contribution rather than the teachers as it may create accusations that it is the school officials who want extravagant graduation rites,” Yman explained.

“We discourage teachers to collect contribution,” Yman said.

“If there will be extravagant graduation rites, the parents should be the ones who will collect it to make school safe from any controversies,” he added.

Once school officials violate said order, Yman advises parents to file formal complaints against the concerned school officials to the district supervisors or the provincial or regional office of the DepEd, where they will conduct a proper investigation of said complaint. (Roel Amazona)

NFA asks people to support iRice program

TACLOBAN CITY – The National Food Administration, as part of government’s campaign to improve the health condition of the people by providing foods that are fortified with supplements needed by the body, is asking the people to support the i-Rice program which makes iron fortified rice available in the market through various NFA retail outlets not just in the region but in the entire country.

Iron fortified rice has various nutritional benefits as it prevents anemia, builds healthy red blood cells, boots body systems to fight infection, improves mental and physical development, maintains alertness and endurance, improves productivity, prevents child birth defects and mortality during pregnancy and also good for lactating mothers.

During the media forum “Harampang ha PIA,” where the new regional director of NFA, Director Allan Borja, presented the said rice variety to Tacloban media, he explained that the production of said variety of rice was in relation to Republic Act 8976 or the Philippine Food Fortification Act of 2000 that calls for the mandatory fortification of staples such as rice, flour, cooking oil and refined sugar to address the alarming micro-nutrient deficiency in the country.

The inclusion of iron to rice was a result on studies that lack of said nutrients increases the rates of illness and deaths from infectious diseases and disability such as mental impairment.

Iron is also important element essential for many proteins and enzymes that keeps the body in good shape — it involves proper functioning of liver and helps in improving immune activity by protecting the body against harmful actions of free radicals.

It is also part of the hemoglobin that carries oxygen from lungs to the tissues and carbon dioxide from tissue to the lungs.

Iron deficiency anemia as shown in studies is responsible for 20% of early neonatal mortality and 10% of maternal mortality and also reduces cognitive development and work performance.

As the region is among the areas with high rate of iron deficient populace, the NFA encourages residents in the region to support said campaign as it is beneficial for their body and health especially to lactating mothers.

Although this said rice variety had been available in the public since year 2000, Borja said those publics are not aware of the presence of iron fortified rice in the market.

Lydia Cabanganan, NFA regional quality assurance officer, explained that although the regular NFA rice is mixed with iron fortified rice, she stressed that it does not affect the taste of rice once cook except for the change of color which slightly becomes grayish.

Cabanganan added that said rice is also certified as Halal, an Islamic term designating any object or an action which is permissible to use or engage in according to Islamic law.

She added that the process of rice fortification is a result of careful and extensive studies conducted by Food and Drug Administration of the Department of Health, Food and Nutrition Research Institute of the Department of Science and Technology and the Food and Development Center of the NFA. Payment of real property tax to come later, says Nicua exec

TACLOBAN CITY – Mines and Geosciences Bureau Regional Director Roger De Dios said that the claims of some members of the provincial board that the mining firm Nicua Mining Corporation had not paid their real property tax for the province of Leyte is still premature.

“Actually, this will still come in the later part once they have submitted their annual report,” said De Dios in an interview.

Said annual report of Nicua will be submitted to the MGB central office as it is their cental office which will determine how much tax will the mining firm would need to provide as the government share, De Dios.

The audit report for their performance will come out a year after their operation, the MGB-8 director said.

Nicua Mining Corporation vice president for operation Alex Deleoz, when asked to comment,said that they will definitely pay real property tax to the provincial government.

“Definitely we are going to pay, but we will still need to verify if the assessment is the right thing,” said Deleoz.

“We are a responsible company and we (employees) are also are responsible to the company that is why we still need to verify if we are going to pay the right thing for it will cost our job,” Deleoz said.

“Anybody can just claim and if we will just do it without verifying it will be a loss to the company,” he added.

The issue that Nicua had not paid real property taxes to the province surfaced during a recent session of the provincial board after the provincial assessor provided some members of the provincial board members a report that said company had failed to pay real property taxes to the province despite the fact that they had been buying properties in the area for their mining operation.

Non-paying of real property tax might affect the delivery of basic services provided by the province to its constituents Board Member Anlie Apostol said in an interview, as the provincial government source out some of its funds from the collection of real property taxes collected by the provincial government. Board members concerned over mining firm’s unpaid property taxes

TACLOBAN CITY – The members of the provincial board of Leyte were concerned when they received the report from the provincial assessor’s office that the Nicua Mining had not paid their real property taxes despite the fact that they have an on-going commercial mining operation in the municipality of Macarthur, here in Leyte.

This was revelead by Leyte second district Board Member Anlie Apostol over their recent talks with the representatives of Nicua which was also attended by the regional director of the Mines and Geosciences Bureau.

“Based on the documents that the provincial assessors provided to us, up to now they had not paid their real property taxes,” revealed Apostol.

Their properties in the areas of their operation do not only include the land which they had bought from farmers but including the equipment they are using for their operations,Apostol said.

Apostol stressed that with Nicua not paying taxes to the provincial government, the delivery of basic services of the provincial government could be affected real property tax is one of the major source of the provincial government.

“More than anything, it is the people that are being affected by their actions not to pay taxes,” she stressed.

It was learned that the mining company is waiting its application for tax exemption from the Bureau of Internal Revenue.

“But whether or not they get that tax exception they should pay their real property taxes as they had already bought several lands in the area of their operation,” she added.

Apostol added that December last year the mining firm had promised to pay said tax but until this month said promise had not materialized.

Apostol added that the MGB in the region should have checked if the company had fulfilled their duty as it is part and partial of the documents needed before the company can start their operations.

“They should have checked it first, it is their job to help the company secure all the documents needed to make their operation unopposed and without experiencing any problem such as this,” she added. (Roel Amazona)

Students urged to aspire for YLEA award

TACLOBAN CITY – The various chapters of Junior Chamber International, a non-government organization where most of their members are young professionals, had once again called for outstanding elementary and secondary students who will graduate this year to become among those who will be given with the Young Leadership Excellence Achievement award for this year.
YLEA award is a yearly program of the JCI hat recognizes top student graduates in each school for their exemplary performance in academic and leadership activities.

The Youth Leadership Excellence Awards (YLEA) is one of the flagship projects of the Junior Chamber International-Philippines. Its objective is to give due recognition to outstanding public and private elementary and high school students and to inspire them towards greater achievements in life.

The YLEA started in 1985 during the incumbency of Philippine Jaycees National president Renato Batoon, a staunch supporter of youth development projects and whose NOM Theme, “Jaycees for a Better Tomorrow,” encapsulated his administration’s thrust towards the youth, conceived of the idea of honoring academically exceptional students all over the country as a way of motivating them to excel further.

Said award is to be given on their graduation day where a certificate and a medal are to be given on deserving students.

Student awardees are to be chosen by their respective school officials, according to YLEA National Chairman RJ Baclay during the weekly press forum “Express it at the Park” held at the Leyte Park Resort.

“We are hoping to cover all schools in the region in both public and private schools and we have designated the different JCI Chapters to spearhead the awarding for each student in their respective area coverage,” he added.

Although students are only to receive certificate and medal, Baclay explained that recognition alone is already a factor which every student awardees should be proud of.

Alejandrito Yman of the regional office of the Department of Education in same interview said that they lauded the said program of the JCI that has been in existence for the last 26 years recognizing the achievement of every student in various schools, may it be in public or private.

“This award by our partner is a good project as it does not only recognizes the achievement of our students but also inspire them to become good leaders in the future,” Yman said.

“We always extend our help to every organization who inspire our students to show better performance in school,” he added.

For this year, the YLEA award of the JCI and DepEd is in partnership for three years with Senator Juan Miguel Zubiri who is also a member of JCI in Bukidnon. (roel amazona)

Public inquiry on land use held in Silago, So. Leyte

TACLOBAN CITY – Food security is connected to the implementation of proper land use, so said Akbayan party-list Representative Kaka Bag-ao in an interview during her recent visit to the region for the public inquiry for land use policy that was held in Silago, Southern Leyte.

The passage of a land use bill is among the priority bill of the Aquino administration and was part of his first Sate of the Nation Address which he seeks for Congress to pass.

“Dito sa Pilipinas, if what is the issue of the day that is what we try to resolve, like even if we need to protect a land because it is an agricultural area, this is set aside because it is not the priority of the moment but the issue being discussed on that moment and they wanted to resolve,” Bagan Bag-ao explained.

“If we are to check all land use plan in the country there are those that have no protection on land devoted for food production,” Bag-ao added.

Bag-ao cited that a number of areas in the country that were classified as agricultural land had already been converted into commercial or industrial land and some were converted into subdivisions.

Most of lands affected are rice fields converted into subdivisions while other are being mined, according to Bag-ao.

“Because of this we will notice that our agricultural land areas are now getting smaller,” Bag-ao stressed.

With this problem, Bag-ao said that this will affect the food security and sufficiency program of the government for it will affect the food production performance of farmers in the country.

“How can we achieve our target goal of rice and corn sufficiency by 2013 if we have this kind of problem,” she added.

Bag-ao added that aside from the aspect of food security, proper land use will also ensure the protection of our natural resources like water sheds, rivers and lakes that are also source of food of the people.

“If we can’t protect them, then what will happen to the human race? Our survival depends on the things that we get from our lands,” she stressed. (Roel Amazona)

Solon says RH bill needs more deliberation to clarify some issues

TACLOBAN CITY – “Our objective is for the bill to reach the deliberation level because it will be inconsistent for us if the members of Congress will not discuss this on the floor,” said Akbayan Representative Kaka Bag-ao who was among the co-authors of the controversial Reproductive Health bill.

“This bill needs to be discussed in order to clarify all the issues thrown against it,” Bag-ao added.

Bag-ao clarified that said bill will not legalize abortion or promiscuity of adolescent but rather of age appropriate sexuality education.

“They need to learn on how to protect and take care of themselves and to distinguish on what is considered as abuse on their body,” she added.

“If the youth learns about this, this will enlighten them and decide not to engage into early sexual experimentation, because they become aware on what are the effects of engaging into such activity at early age,” she added.

Bag-ao added that aside from teaching awareness among adolescent children, the bill also ensure that there will be midwives in every barangay who will supervise the health needs of women especially pregnant women.

She added that the bill also ensure that all barangay health workers will have an appropriate training to provide basic and emergency obstetric care and to ensure that everyone has the proper knowledge on different methods of family planning.

“It is a bill of choice on what kind of family planning method will a woman and her partner will use on what is available.That is what the bill is all about,” Bag-ao stressed.

These are the reasons why they wanted to have said bill reach the deliberation process in the Congress in order for their fellow representatives to understand the real essence of the bill and not to rely on the accusation that are baseless, according to Bag-ao.

“If this bill reaches the plenary we are confident and we are hoping that they will understand what the bill really seeks,” she added. (Roel Amazona)

Proposed bill in Congress seeks PhilHealth membership to Barangay Health Workers

TACLOBAN CITY – A pending bill in Congress that seeks for all barangay health workers to be part of the National Health Insurance Program under the Philippine Health Insurance Corporation is laudable which needs to be supported by all local government units, especially the various sangguniang offices, this was disclosed by Leyte fifth district Board Member Carlo Loreto.

House Bill 3142 or “An act requiring the mandatory coverage of all barangay health workers (BHW) in the National Health Insurance Program (NHIP) under the Philippine Insurance Corporation (Philhealth) is among the bill submitted to Congress by Campostela Valley First District Congresswoman Maria Carmen Zamora-Apsay.

To support said bill, the board member from the fifth district authored a resolution requesting Congress to pass the bill into law.

“This bill is laudable as it is only proper that our barangay health workers be provided with proper benefits such as being a member of Philhealth as they are our partners in ensuring and delivering basic health services to the people most especially those who are living in far-flung areas where they regularly visit to provide services,” Loreto said in an interview.Although based on the Barangay Health Workers’ Benefits and Incentives Act of 1995 where under section 6 of said law it states that barangay health workers in recognition to their services shall be entitled for incentives and benefits like hazard allowance and subsistence allowance, additional benefit such as membership for health insurance is not part of said law.

Hazard allowance are given to barangay health workers in rural and urban areas exposed to situations, conditions, or factors in the work environment or place where foreseeable but unavoidable danger or risks exist which adversely endanger his health or life and/or increase the risk of producing adverse effect on his person in the exercise of his duties, to be validated by the proper authorities, shall be entitled to hazard allowance in an amount to be determined by the local health board and the local peace and order council of the local government unit concerned while subsistence allowance is given to those who render service within the premises of isolated barangay health stations in order to make their services available at all times, shall be entitled to subsistence allowance equivalent to the meals they take in the course of their duty, which shall be computed in accordance with prevailing circumstances as determined by the local government

Loreto added that once the pending bill in Congress is passed and approve by Congress, BHW will now have security once their health is compromise for they have insurance which they can use any time.

“We are not asking for them to get sick or anything but we just wanted to make sure that once this thing happens to them they are ready for they have Philhealth to back them up,” Loreto said.

The Philhealth membership coverage of all BHW will be covered by the national government, according to Loreto. (ROEL AMAZONA)

Leyte SP to invite representatives from NIA, Nicua Mining in next regular session

TACLOBAN CITY – The Sangguniang Panlalawigan of Leyte will invite representatives from the National Irrigation Administration to discuss the extent of damage caused by the operation of Nicua Mining Company in the municipality of MacArthur town,Leyte.

The invitation of Leyte SP to the NIA came out as the provincial board wanted to be clear if there were no damages caused by the mining operation in MacArthur as representatives of Nicua Mining Company said that they have no knowledge on any damage due to their mining operation as alleged by the NIA particularly on irrigation system that was constructed to support rice fields in said town.

In the recent session where representatives of Nicua were present, they claimed that they are not aware on the claim of NIA that there are irrigation facilities provided by them to the farmers in the two barangays covered by their operation.

The said claim of damages on irrigation facilities was revealed by Leyte second district Board Member Anlie Apostol as reported to her by some farmer residents and NIA officials.

The invitation for NIA officials to appear in their next session was raised by Apostol and her fellow board member from the second district, Niccolo Villasin.

“We wanted to be clarified on the alleged damage that was caused by the mining operation to the irrigation facilities in MacArthur as it is essential farm-support to our rice farmers,” Villasin explained.

In the video presentation made by the representatives of Nicua , the video showed that most of the affected lands were rice fields.

“If indeed the reports that reaches my office that irrigation facilities were affected by their operation it does not only affect the farmers in the two barangays where their operation is concentrated but including other barangays where the irrigation canals traverse,” Apostol stressed in an interview after their talk with Nicua representatives.

“Construction of those irrigation canals cost millions of pesos.That is why we wanted to be clarified if indeed these are true because this will affect the production of our farmers,” she added.

“That is why, we invited them to appear before us on our next session including the representatives of Nicua and the Mines and Geosciences Bureau to discuss with us and show to us what were the damages that they claim and how much does those damages cost,” Apostol added. (ROEL AMAZONA)

Nicua mining admits they are buying farmlands in MacArthur, Leyte

TACLOBAN CITY – “We need to operate that is why we need to buy farm lands,” this was the answer of Nicua Mining Corporation Vice President Alex Deleoz when asked on report that they have been buying farm lands on areas of their operation covering two villages in the municipality of MacArthur.

But based on the presentation of Nicua to the members of the provincial board of Leyte, they revealed that their operation covers three barangays in the municipality and some areas in the municipality of Javier.

“But if they need to buy it back after our operation we are always open,” Deleoz said in an interview.

Deleoz explained that they have a proposal with the land owners that they can buy back the properties once the operation ended or the owners will sell their lands out right.

About 40 to 50 hectares of farm lands were already bought by the mining firm as revealed by Deleoz when asked by Leyte Second District Board Member Anlie Apostol.

Apostol ,when asked to comment on the information from Deleoz, said that it was quite alarming as it may contradict with national laws like the Agrarian Reform Law for most of the land they had bought were rice fields.

She added that with the current trend that Nicua is doing by buying rice lands, they are worried whether the rehabilitation process of the mined lands will be implemented as said lands are already owned by the mining firms.

“Their reason was hindi kami nagtatanim… marami na ang nasasagasaan, ang sa amin, they already have the issue on commercial mining pansinin nyo naman ito and let’s talk with everybody,” said Apostol.

Apostol added that the mining firm should be conscious on the effects that their operation once the rehabilitation process is not implemented immediately as this will not just affect the farmers concerned but the entire province for most of the affected areas are farm lands.

Apostol added that with the on-going operation of the Nicua in MacArthur, some government agencies like the National Irrigation Administration had already aired their complaints as the irrigation facilities that they provided for the farmers got affected. (ROEL AMAZONA)

BM Tiu: No quarrel if MGB follows provisions stated in existing laws

TACLOBAN CITY – Leyte First District Board Member Roque Tiu said that there should be no quarrel between the Mining Act, the Local Government Code and the Environmental Code of Leyte as far as application of mining firm to conduct exploration and mining operation in the province for as long as the Mines and Geosciences Bureau (MGB) will follow the provisions stated in both laws.

“They are entitled and have all the rights to follow the law of the MGB and the Department of Environment and Natural Resources (DENR). However, considering that they are operating within the country and there is this local government code wherein there are two or three provisions which mandates the national government agencies to conduct consultation which is also reinstated in the environmental code of Leyte in which the MGB regional office is holding office and of which this continuous program is being implemented,” Tiu, who chair the committee on environment and natural resources, said.

The regional director of the MGB, Roger de Dios, and representative of the Nicua Mining Corporation headed by their Vice President Alex Deleoz, who presented their operation covering two barangays in the municipality of MacArthur, were present during last session of the provincial board.

The operation of Nicua in the municipality of MacArthur became controversial as the MGB has failed to inform the members of the provincial board that said operation was not only for sampling purposes but covers “commercial mining operation” as the central office of the DENR had already granted their permit to conduct such activity.

Aside from failing to inform the provincial board, they added that prior consultation with them was also ignored by the regional office of the MGB even if it is mandated by both national and local laws.

Tiu also said that consultation is among the provisions of the local government code which requires all national government agencies to conduct periodic consultation with all local government units, which means that all levels from the barangays up to provincial level should be consulted.

Tiu added that said consultation should be an initiative by the national government agency and not of the mining company as far as the situation in the province with the mining company is concerned.

“But what is happening is, it is the mining firms that seek for consultation with us,” Tiu stressed.

Tiu revealed that based on the recent agenda for their session, two mining firms once again asked for a consultation with the members of the provincial board where in the first place it should be the initiative of the MGB.

“This is very misleading because it should not be the mining company that should come to us but the MGB because this is the government to government linkage,” Tiu stressed.

“The MGB should respect the local government code and the environmental code even without the go signal of the national office as they are still in the ambit of the Local Government Code as well as the environmental code of Leyte,” Tiu said during the meeting with the MGB regional director and Nicua representatives.

“I think it is already clear to one and all that national government agencies should conduct prior consultation,” he added. (ROEL AMAZONA)

PRO8 CONFISCATES ILLEGAL LOGS IN SAMAR

To recall, the President Aquino yesterday declares an indefinite log ban all over the country. Aquino issues Executive Order 23 implementing the indefinite log ban and creating an Anti-Illegal Logging Task Force to be headed by Environment and natural Resources Secretary Ramon Paje.

According to him that at about 4:30 PM of March 8, 2011, Sta Rita MPS received information from a concerned citizen regarding illegally cut logs (mangroves) located at the shoreline of Brgy Cabunga-an, Sta Rita, Samar.

Elements of Sta Rita Municipal Police Station led by PInsp Eric Leuterio, COP, immediately coordinated with Mr Edgar Obrar and Mr Abraham Ebañez, personnel of DENR Sta Rita Field Office for joint operations. Said joint teams proceeded to the abovementioned place to verify the veracity of the information. Upon arrival thereat, the group found an abandoned 328 pieces cut logs (Makawan Mangroves) with the total volume of 2,548. 24 board feet and with an estimated market value of One Hundred One Thousand and Nine Hundred Twenty Nine Pesos (Php 101, 929.00).

The owner of the illegally cut logs were identified as Bienvinido Elorcha and Elesias Eraya, both resident of Brgy Cabunga-an, Sta Rita, Samar. Illegally sawn logs were confiscated and thru the help of Brgy Tanods were brought to Sta Rita MPS for documentation and subsequently turned-over to DENR personnel for proper disposition.

Report on Shooting Incident.

Another Incident: At about 9:20 AM of march 11, 2011 in Brgy Katipunan, Sta Fe, Leyte, one Joey Francisco, 37 years old, married, Filipino, motorcycle driver and a resident of the abovementioned place was shot and wounded by still an unidentified suspect.

Initial investigation disclosed that the victim was sitting in front of their main door taking his breakfast when a single motorcycle with two (2) riders wearing black helmets arrived/stopped in front their house. The back rider alighted from the motorcycle and hastily approached the victim and without a word, drew a short firearm with unknown caliber from his waistline and fired three (3) successive shots directly to the victim.

Victim was hit, his left hand and both legs were wounded. Victim’s wife identified as Angelita Francisco arrived prompting the gunman to fled away on board their gate away vehicle. Motive of the incidents is yet to be determined by Sta Fe Police Station.

Victim was immediately brought to hospital for immediate medical attention. Meanwhile, Sta Fe Police Station received information from a concerned citizen whose identify was withheld that the motive was due to unequal sharing “unsehan” of the proceeds from their illegal activities. Case is now under investigation.

Leyte SP passes resolution commending Rep. Garin for being top 100 women worldwide on pro-women advocacy

TACLOBAN CITY – A resolution was unanimously passed by the members of the provincial board of Leyte commending Representative Janette Loreto-Garin for being cited as one of the top 100 women in the world in pro-women advocacy.

The resolution was authored by Board Member Deborah Bertulfo, chair on the committee on women, citing the achievement of Garin who was recognized by an international organization for her works to uplift the living condition and educate women on their rights and to choose what is good for their own body as far as reproductive health education is concerned.

Garin are among those who were cited by the New York- based organization Women Deliver as among those who had helped their cause to provide solution and action on the problem of maternal deaths.

Women Deliver was launched in 2007 and works globally to generate political commitment and financial investment for fulfilling Millenium Development Goal Number 5 which is to reduce maternal mortality and achieve universal access to reproductive health that will fight to end the deluge of preventable deaths that kill approximately 350,000 girls and women from pregnancy-related causes every year.

Garin, who is a cousin of Leyte Governor Jericho “Icot” Petilla and sister of Board Member Carlo Loreto, is the incumbent congresswoman of Iloilo’s first district.

Garin, who was the first elected Sangguniang Kabataan Provincial Federation, president became a member of the provincial board of Leyte where she sit as an ex-officio member in 1993.

By profession, Garin is a medical doctor.

As a member of the House of Representative, she is the deputy majority floor leader and one of the main authors of the Reproductive Health Bill which draws criticism and being opposed by the powerful Roman Catholic Church and other pro-life advocates.

In the website of Women Deliver it said that “Garin is the co-author of the Reproductive Health Care and Population Development (RH) bill, which is poised to transform the lives of every woman in the Philippines. In this deeply Catholic country, where opposition to family planning and sex education runs strong, and 11 women die each day of preventable causes related to pregnancy or childbirth, Garin’s RH bill would, for the first time, provide universal access to family planning methods as well as comprehensive sex education in schools.”

In an interview with Garin’s elder brother Board Member Loreto, he revealed that his sister at first did not take the award seriously as she taught that it was just one of the “spam mails” that was sent through her e-mail.

“But when she read it on newspaper and heard over the news, she said that she realized that it was indeed true and she felt relieved and vindicated on her advocacy to promote women’s health right and prevents maternal death through the help of reproductive health bill,” Loreto said.

Loreto added that said recognition by an international body is something all should be proud of as the effort of her sister to help her Filipino women to ensure that they will have a heathier life through the healh services that will be provided by the reproductive health bill was not only recognized locally but internationally.

“This recognition is something that we can be proud of because this can only be earned through hard work, dedication and a big heart,” he stressed.

‘Know Leyte First’, a program of Abuyog SP to familiarize tourists spots in Leyte

TACLOBAN CITY – “Know Leyte First” is the program of Abuyog Sangguniang Bayan which is an initiative of Councilor Nathaniel Piscos that aims for his fellow councilors to know and be familiarized with the different tourism spots and sites in Leyte.

Abuyog town is known not just in the region but in the entire country due to its Buyogan Festival that had been receiving numerous awards in various festival competitions in the country along with the Sinulog Festival of Cebu and Aliwan Festival in Manila.

In an interview with Leyte Samar Daily Express, Piscos explained that said program was initiated to make his fellow council members aware of the different tourist spots in the province that will be their contribution in the tourism promotion program as they will be equipped with knowledge where they will take their visitors.

“If we have knowledge on where are these tourist spots then we can easily take our visitors to those places and at the same time we can also be their tour guides, that is why we need to be familiarized first with the different beautiful spots of our province by conducting visits on each sites,” Piscos explained.

Aside from being familiar with various tourism sites on the province, Piscos added that “Know Leyte First” will also help his fellow council members including those in the barangay level on the new agricultural technology as their visits and study will not only focus on tourist sites but agriculture and industry development areas as well.

“We also wanted our council members to be familiar with technology of agriculture because most of us in the council, especially in the barangay levels, are farmers,” Piscos explained.

Among the agriculture and industrial areas where they are planning to conduct a study tour is the Visayas State University in Baybay City, a premier agricultural institution in the country and the Philippine Phosphate Fertilizer (Philphos) located in Isabel, Leyte.

“VSU is an agricultural school and they have the technical knowledge and new techniques on farming an livestock production which they can share with ourmembers,” Piscos said while their visit to Philphos will allow them to be familiarized with the proper usae of fertilizer that is important for farmers in orde to generate a better harvest production.

Civilian’s tip abates NPA extortion activities

Camp Downes, Ormoc City – Some 20 members of terrorist New People’s Army (NPA) operating in the province of Leyte were encountered by the Army’s 78th Infantry Battalion in Sitio Mat-i, Brgy Antipolo of Albuera town around 4:30 p.m. yesterday, March 8 following the tip from the civilian.

Based on the report reaching this headquarters, troops of Second Lieutenant Vinluan were conducting routine security patrol in the area when an undisclosed civilian approached them and reported that some armed men who plans to conduct extortion activities in their barangay were seen in the place quite distant from their location.

The troops then diverted their routes towards the place being guided by the said civilian until encounter transpired. Exchange of fires lasted for about 30 minutes before the terrorist fled bringing along with them their wounded comrades.

One soldier was reported hurt in the side of the government forces while it is still being determined on the enemy side as of press time. Only excessive bloodstains that stained in the area of encounter were left when the troops pursued.

Meanwhile, Colonel John Bonafos, the 802nd Brigade’s commander commended the troops for successfully thwarting the enemy’s extortion to the people.

“Such gallant feat of our troops is a clear manifestation of their dedication to duty in protecting the people against the threat groups that will sow terror to the peace loving Samarenos”.

He said that another NPA plan was thwarted due to the unwavering support of our people. It only proves that insurgency could not be totally expunged by a mere military solution. It needs a thorough collaboration between the civilians and the soldiers.

Colonel Bonafos also condemns in the strongest possible terms the continuous blatant violation of the terrorist NPA on human rights and international humanitarian law in making the people as their “milking cow.”

“The extortion activity was already condemned by the Commission on Human Rights (CHR) as extreme violation of people’s rights. This terrorist act is a clear manifestation of ill-respect to the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), a total abuse of our people’s right that is deemed condemnable in the strongest possible terms,” declares Colonel Bonafos.

“We challenge the different human rights advocates who always create noise over the violation of human rights to come out and eventually condemn this undoubtedly human rights violation and stop extorting food supplies and money from the people,” says Colonel Bonafos.

“We would like also to recognize the heroism paid for by our comrade-in-arms who died in the true spirit of peace and democracy. The highest regards of our people and our Armed Forces will be bestowed upon him. Although sad to note, my deepest condolences to the loved ones left by Private Jonie Briones,” vows Colonel Bonafos.

Troops of 802nd Brigade are still in the area to pursue the fleeing terrorist and let them face the consequences of their illegal acts and be charged with the full force of the law.

Rep. Noel unfazed by criticisms

TACLOBAN CITY – “I don’t want to be defensive because there is no need to do so,” so said An Waray party-list Representative Florencio “Bem” Noel when asked to comment on the issues being thrown on him.

“Damu na it mga tira ha akun, on different angles, but before they write on paper or say anything on air, I hope that they can get their facts right,” said Rep.Noel, referring to his critics.

Noel said that he is aware that there are individuals who are working in media entities dedicating their time to criticize his entire moves but he stressed that he is not bothered by their actions.

Reportedly, issues thrown against Noel staretd to circulate when he was rumored to be interested to run for Tacloban city mayor in the 2013 elections.

Noel clarified that he does not only focus his concerns to the residents of this city but to the entire region as well.

“Let’s take EVRMC, how many percent is Tacloban residents who are availing of their services, maupay na it 30% and even in Metro Manila only a small percent of Taclobanons are availing the services that we offer,” Noel said.

Noel clarified that most of their projects are distributed across the region among which are irrigation projects in Ormoc City and in Eastern Samar.

He added that they have already identified a project which they will be in partnership with the Department of Agriculture to be implemented in Eastern Samar.

“There are many issues thrown against me, but most of us can’t remember because those issues are not substantial,” he said.

He added that although there are many issues hurled against him, he is not affected as most of the issues were baseless.

Noel then asked his critics to let him do his job as a congressman especially that their party-list group is dedicated not only for Waraynons but especially for those who have nothing in life.

“I hope that we can live in one environment even we are not in a peaceful co-existence,” Noel jokingly said. (Roel Amazona)

NMYL elects new officers

TACLOBAN CITY – The National Movement of Young Legislators had elected its new set of officers for term 2011-2012, said Leyte 5th District Board Member Carlo Loreto. The recent national election had a theme of “Pushing NMYL Forward.”

Loreto sits as the secretary general for 2008-2010.

According to Loreto, the newly-elected NMYL officials were Quezon City Councilor Dorothy Delarmente-Bagting who was elected as President while its Executive Vice-President is Valenzuela Councilor Shalani Soledad.

The Vice-President for National Capital Region was San Juan District 2 Councilor Jana Ejercito, Bataan Board Member Aris Gaza was the Vice-President for Luzon, Pavia Councilor Mike Gorriceta was elected as the Vice-President for Visayas and Councilor Alexander Ali was elected as the Vice President for Mindanao.

The new Secretary General is Board Member Enrique de la Cruz Jr of Bulacan while their Deputy Secretary General is Joe Bisaya.

Board Member Aj Ponce of Cagayan was elected as the NMYL Treasurer while Banjo Aragao is the newly-elected Deputy Treasurer of NMYL

Leyte Board Member Niccolo Villasin was elected as the NMYL Auditor along with Davao Councilor Ana Marie Dayap.

NMYL is non-partisan party of all local legislators where its objective is to create a new form of politics, transparency, good governance and anti-corruption.

“In other words, what we are pushing in NMYL is for reform that will provide a venue for ideals to flourish,” said Loreto.

Among its members are board members, municipal and city councilors, barangay chairmen and its council members and the Sangguniang Kabataan.

Although NMYL is not just for young legislators, most of its members are young because they are more idealistic and more open to changes.

“This because NMYL was also created as the breeding ground for new politics and renewed ground for politicians which centers on politics of performance and ideals,” Loreto explained.

Loreto added that during his speech he stressed that everyone who enters politics has the good intension.

“We want to get elected into office because we want to serve people with ’political will’,” Loreto said.

This political will must depend on to do what is right and stand against the many influences that will pull politicians into many different directions while they are serving public office.

He added having political will means that they must “do the right things” which means “being of service” and “being of help” anytime.

Number of VAW cases increasing, but CSWO says situation is not alarming

TACLOBAN CITY – The number of cases of violence against women and children that were reported to the Women’s Shelter of this city is increasing.

The increasing number of victims of violence, however, should not cause any alarm as the victims are now reporting the abuses committed to them to the authorities.

Thus said Lila Aquitaña, legal officer of the city social welfare office.

Last year, the CSWDO had 15 reported cases of violence against women and 38 cases of child abuse, five rape cases and 23 cases of human trafficking.

“These are the cases that were reported to the shelter, however we are expecting to receive additional cases for more women are getting empowered to seek assistance and to ask protection against the different violence they are experiencing against their partners and other men,” she explained.

“A lot of women are still unaware of the law that protects them against cruelty of men,” Aquitaña said.

All in all, there were 129 reported cases of VAWC in the “Women Shelter” but said number is not alarming.

Problem on abuse against women is an inherent problem,” Aquitaña said. “It has been there a long time ago, that is why reported cases are increasing but not the number of men who abuse their partner or women,” she added.

Aquitaña added that with the trend where the number of women who complain of abuse against their husbands and partners is increasing, is a good sign as the government can implement intervention to protect them and these also helps them to become aware of their rights.

She added that problem on abuses against women has many reasons but more on the “dynamic of couples” and cannot be blamed alone on poverty but it must also include misunderstanding of couples, cheating and environmental factor.

“The best thing for us to do in order for us to help somebody with their problem (on abuses) is to educate them on to do what is right and educate them on what are their rights according to law, she stressed. (Roel Amazona)

Birthing centers to be put up in Samar, says its guv

TACLOBAN CITY- Samar Governor Sharee Ann Tan-de los Santos has said that birthing centers would be put up in her province on top of her plan to rehabilitate all its existing district hospitals.

With better health facilities operating in the province, health problems stalking Samar like malnutrition and high maternal and infant mortality rate can be given proper solution, Tan-de los Santos said.

The governor said that she plans to put up birthing centers in at least seven towns in the province. She, however, declined to identify the areas where the planned birthing centers are to be established.

“We are going to observe first the output of the birthing centers that is going to be established in the seven selected municipalities before the provincial government could provide birthing centers in all local government units in our province,” Tan-de los Santos said.

Mayor Mario Quijano of Pinabacdao town had earlier proposed to her to extend the town’s rural health unit to include a birthing center, Tan- de los Santos said.

The Samar governor said that based on her discussion with health officials, a birthing facility would cost at least P1.7 million.

“But according to the Philippine Health Insurance Corp. representatives, there is no need to source out such kind of amount in establishing this kind of facility for we can use the capitation that we can get from them,” Tan-de los Santos said.

The governor, however, clarified that not all amount from the capitation that the provincial government would receive from Philhealth would be used for the construction of birthing centers and in the rehabilitation of district hospitals in the province. (ROEL AMAZONA)

Samar guv turns down proposal to have EVRMC annex in Calbayog

TACLOBAN CITY- The proposal to have an annex hospital of the Eastern Visayas Regional Medical Center in Samar should first be consulted to her.

So says Governor Sharee Anne Tan-de los Santos when asked on the proposal of Representative Mel Senen Sarmiento to put up an annex hospital of the EVRMC on the province.

“He should have told the province first on his plan,” de los Santos said in a chance interview on Saturday here in Tacloban.

“Unfortunately he didn’t do it. We only learned about his proposal when it reached Congress that is why we have opposed his bill,” she added.

Sarmiento, a political opponent of the governor, has proposed that an EVRMC annex be constructed in Catbalogan City due to the alleged poor health services of the Samar Provincial Hospital mainly due to lack of medical supplies and staff.

The Samar solon also argued that with an EVRMC annex in the province, the people in the province who need medical assistance need not go to Tacloban where the EVRMC, the largest government-run hospital in the region, is located

“They should have informed us first with regards to his plan so that we can discuss with him or tell him if what our opinion on his proposed bill is,” de los Santos said.

She also revealed that even the Department of Health is not in agreement on the proposal of Sarmiento.

Having an EVRMC annex in Samar would only drain their financial resources further, de los Santos said, referring to the reason of the DOH why it also reportedly opposes on the plan.

“I don’t know why he made such action and why he wanted to pass the responsibility for the management of the hospital to the DOH,” the Samar governor added.

In earlier interview with Rep.Sarmiento, he explained that said proposal to make the CDH as an annex hospital of the EVRMC to serve patients from the first district of Samar to include those who are from Northern Samar.

Tacloban police chief to appear before council members

TACLOBAN CITY- Bothered by the almost series of killing incidents in the city, the members of the city council have asked city police director, Senior Superintendent Wilson Caubat, to appear before them for him to explain the security measures that he have put into place to stop further occurrence of such incidents.

Aside from discussing their crime solution activity to the members of the city council, Caubat is also expected to be asked on the complaints aired by some individuals on the implementation of redistricting of the police stations that reportedly caused inefficiency, Councilor Eden Chua-Pineda said.

In the span of two weeks, killing incidents took place in the city one involving a top official of the Department of Environment and Natural Resources here in the region.

The last Saturday, a still unidentified woman was killed and reportedly raped. Police authorities, however, were able to arrest three men said to be responsible on this rape slay.

Caubat, in an earlier, had maintained that Tacloban remain to be peaceful saying that the perpetrators on the killing incidents in the city have their “identified targets.”

Councilor Pineda, who is the association president of Barangay Chairmen here in the city, has also observed that the present structure of police stations had caused problem to victims of crime and for those who would like to seek police assistance.

The city police office has two police stations, one is located in Marasbaras area and the other one is in Abucay district.

“We wanted to know if what are their plans to address this problem because we also need a police station here in the central business district of the city to ensure that our business establishments and the public are safe from any possible crimes,” Pineda said.

Councilor Cristina G. Romualdez, meawhile, said that she support the call of Pineda on having a police station within the city proper.

Vice Mayor Arvin Antoni said that the re-districting of police stations in the city was the effect of Tacloban being now a highly-urbanized city.

“This structure is also implemented in big cities with same status of the city, we need to adapt to this situation because is it the effect of being a highly urbanize city. But even with this structure, the police must do their job by ensuring residents of this city and visitors will always be safe,” he explained. Roel Amazona

FM can’t be summon on Ombudsman impeachment complaint, says Noel

TACLOBAN CITY- Representative Florencio “Bem” Noel of the An Waray party-list group said that the House cannot summon any of its members to appear relative to the impeachment complaint filed against Ombudsman Merceditas Gutierrez.

Noel made this clarification amid report that Leyte Representative Ferdinand Martin Romualdez (1st dist) might be summon by the committee on justice on the on-going impeachment complaint against the ombudsman.

The name of the Leyte solon was mentioned on the impeachment complaint against Gutierrez due to the lavish dinner he reportedly sponsored to former President and now Pampanga Rep. Gloria Macapagal Arroyo during her state visit in the United States. Romualdez is a close ally of the former President.

“We cannot easily call or summon any member out of parliamentary courtesy,” Noel said.

Leyte SP expecting NICUA Mining officials to appear before next session

TACLOBAN CITY – Board Member Roque Tiu, chairman of the committee on environment and natural resources said in an interview that they are expecting the officials of the NICUA Mining Corporation to appear before the members of the Sangguniang Panlalawigan of Leyte on their regular session on March 8.

The presence of NICUA officials is for them to discuss their operation to the members of the provincial board who have been asking mining and exploration permit in the province to strictly comply with the provisions of both national and local laws,Tiu said.

“If we see that there is nothing wrong with the present operation of the mining firm that is based in MacArthur town like if they are rehabilitating the areas where they are conducting their extraction, then we will issue a resolution stating that we are not opposing to their operation,” Tiu explained.

“But if we will not be satisfied or we will found out that they are not doing their obligations based on national and local laws, then we have no choice but to issue a resolution against them,” Tiu added.

Aside from the officials of NICUA Mining, the regional director of the Mines and Geosciences Bureau is also expected to be present at the plenary hall of the provincial board, said Tiu.

The operation of Nicua in MacArthur has become controversial after Board Member Anlie Apostol complained and reported to her fellow members at the provincial board on the report of some residents in the affected barangays in said town that the NICUA is conducting a full-blown commercial mining operation in contrast to an earlier report that they are only conducting extraction as part of sampling need of their mother company based in China.

Early reports said that Nicua is extracting 20 tons of magnetite sand per shipment to China.

Apostol’s complaint was was verified by Tiu’s office.

Based on the verification of his staff, Tiu said that they found-out that said report was indeed true prompting the members of the provincial board to send a letter to the MGB regional head to appear before them in their previous session. (ROEL AMAZONA)

Leyte SP asks DA to provide funds for barangay roads in Baybay City

TACLOBAN CITY – The Sangguniang Panlalawigan of Leyte through a resolution authored by Leyte Fifth District Board Member Carlo Loreto had asked the Department of Agriculture to provide funds for the construction of farm-to-market roads in some barangays in Baybay City.

The resolution was made for the agriculture department to help the provincial government in their aim to ensure food security in the province through the various food security programs being implemented by the present administration of the provincial governor, according to Loreto.

Roads connecting the six barangays are provincial road which is why he had asked for the passage of said resolution as it is part of the job of the provincial government to ensure that residents, especially farmers, have the access like farm-to-market roads to the city or market place.

Loreto revealed that every year officials from the six barangays always pass a joint resolution asking for funding for the farm-to-market roads.

“This resolution will request the Department of Agriculture through Secretary Proceso Alcala to help the provincial government in cementing the road in the six barangays,” explained Loreto.

Loreto said that the road concreting will amount to P1 million.

“This is just a resolution addressed to him(Alcala), but who knows this will materialize,” he added.

Loreto revealed that Governor Jericho “Icot”Petilla had already complied with this request of the six barangays were he had allocated P2 million for the road concreting, but there are still areas that still needs to be cemented.

Loreto added that at present they will first ask the DA to provide funds for the identified six barangays in Baybay and once it materialize and become successful other areas in the province of Leyte that in needs of farm-to-market roads will follow. (ROEL AMAZONA)

Leyte province anti-plastic ordinance now ready for second reading

TACLOBAN CITY – After the conduct of public hearing for the anti-plastic ordinance of the provincial government of Leyte, its proponent and main author, Board Member Roque Tiu, said that they are now ready for the second reading of the said ordinance which will involve the deliberation of every provisions of the proposed ordinance by members of the board.

“We will study each provision if there are provisions that are objectionable and if there are provisions that need to be improved,” Tiu explained.

Once said proposed ordinance is passed on the second reading, Tiu said that it will immediately be referred for the third and final reading.

Tiu added that with long provisions of said proposed ordinance they are expecting for it to be approved by the members of the provincial board by the second quarter of this year.

“This is a sensitive ordinance that is why we need to carefully study this especially that it is to be implemented in the municipal level,” he explained, adding that the penalties included in the ordinance will go directly to the coffers of each municipality and not the provincial government.

Tiu added that during the public hearing conducted at the hall of the provincial legislative building, said ordinance has received support from various sectors, especially from the business and national line agencies.

“They were happy that the provincial government through the Sangguniang Panlalawigan has this kind of move that will regulate the usage of plastic bags and of banning it in the near future,” he added.

During the public hearing, the owner of a big business establishment in this city that provides materials for home furnishing was also present and showed their alternative packaging materials to the members of the provincial board and to those who were at the plenary hall.

Said alternative packaging uses old newspapers as substitute to plastic bags and were made by the families of their employees that become an additional income for their employees.

Aside from the presentation made by the home furnishing establishment, there were also suggestion made by their resource speaker that are considered by the author to be included in the ordinance.

Although there are apprehension from the market sector particularly in the implementation phase of the proposed ordinance, Tiu said that the vendors also expressed support to it as it is also advantageous to them.

Tiu added that the representatives of the Environmental Management Bureau also lauded the proposed measure as it supports their program to reduce and stop the usage of non-biodegradable materials as it will help to minimize the effect on climate change.

The representative from the Department of Trade and Industry Region 8 also expressed support to the measure as it will complement the agency’s program in promoting the production of native baskets, bags and “bayong’ that will provide additional income to its producers. (ROEL AMAZONA)

Establishment of DOE regional office still farfetched – Usec. Asirit

TACLOBAN CITY–The establishment of a possible regional office of the Department of Energy in this region is still impossible at this point due to financial constraints, said DOE Undersecretary Josefina Patricia Asirit.

“Unfortunately, the DOE as far as budgetary share is concerned we are second to the last among national government agencies that is why administratively establishing regional offices of DOE in various region will be costly for us,” Asirit explained.

At present, aside from the central office of the DOE in the National Capital Region there are three satellite offices located in Pangasinan for Luzon, Cebu for Visayas and in Davao for Mindanao.

The issue on having a regional office of DOE in the region arises due to complains that it is costly for those who have complain with the DOE to travel to Cebu just to air their grievances against high prices on energy and oil.

Among the main problem that is being experienced by residents in this region is the inability of the fuel and liquefied petroleum gas distributors to implement roll back in national level.

But even with said problem Asirit promised that the DOE is doing all efforts to address the grievances of consuming public by conducting forums in every provinces and regions just like yesterday’s Energy Sector Information and Education Campaign held in this city.

Aside from forums, Asirit added that through the advancement of technology those who have complains can always use the Internet by directing to their website or write an e-mail to their office regarding complains of consumers.

Asirit added that the close coordination of the all national government agencies like the DOE with various local government units is also a way for them to know problems existing in various provinces in the country.

“We are hopeful that with this linkage we can address problems of the consuming public with regards to energy, fuel and LPG,” she stressed.

De Dios promise to have dialogue with SP before issuing permits to mining operators – Tiu

TACLOBAN CITY-The regional director of the Mines and Geosciences Bureau Roger De Dios has promised to conduct a dialogue with the members of the provincial board of Leyte prior to issuance of mining and exploration permits among its applicants. This was revealed by Board Member and chairman on the committee of public information and the committee on environment and natural resources Roque Tiu in an interview with the Leyte Samar Daily Express.

Issue on mining is among the top priority of said committee which Tiu chairs as numerous complaints against mining firm had already reach the grounds of Leyte.

The promised of De Dios was the result of the recent talk with the members of the provincial board after tTiu sent an invitation to the MGB head for him to appear personally before them.

“He had promised to attend the dialogue with the provincial board each time there is a pending mining or exploration permit in his office and he added that they will not issue any exploration permit without a prior consultation with the provincial board,” said Tiu.

De Dios presence during the session of the provincial board was the result of the reports verified by the staff of Tiu that the NICUA Mining Corporation, a mining firm operating in the municipality of Macarthur, Leyte is now conducting a “commercial mining” operation in contrast to the previous report that they are only conducting a exploration and the minerals extracted from the said town was only part of samples that needs to be ship to China where their partner company Heng Seng Mining Corporation is located.

Mineral that extracted in the said town is the magnetite sand.

Magnetite is a magnetic and very dense (heavy) mineral of iron. It has many idustrial uses and is an imortant source of iron for the iron an steel industries but it also has other uses as an industrial mineral to produce many value-added products. Hgh-grade magnetite is used in many hemical processes including the production of iron sulfate, which is used to purify water in many major cities. Magnetite’s weight per volume makes it an important source of aggregate in the production of heavy concrete. Heavy concrete is used from the construction of baffles and containment tanks in nuclear power plants to things as everyday as counter weights in household washing machines.

In earlier session of the provincial board, Board Member Anlie Apostol(2nd dist) had asked Tiu to make a query on the operation of Nicua as the provincial government the representatives of the DENR and MGB from the central office have made an agreement that prior to issuance of permits among mining operator the MGB and mining company must first have a consultation with the provincial board.

This problem particularly on the operation of Nicua during the recent session was clarified by De Dios after explaining that the issuances of the commercial mining permit from the central office to the said company happens few days before the meeting that was held in Tacloban were said agreement was made, according to Tiu.

Tiu added that in their discussion the MGB director promised to follow the provision of the Local Government Code and the Environmental Code of Leyte that seeks for a prior consultation with the respective local government units before an issuance of a mining and exploration permit be granted to a mining applicant.

“We have basis why we are asking him to have consultation with us based on the national and local which was not declared as unconstitutional therefore he must obliged to do it,” Tiu said.

Sound economic policy and not depopulation hold the key towards PHL development, Sagupa leader claims

TACLOBAN CITY- Efficient and effective economic management and not controlling the country’s population is the key towards economic development.

So says Nestor Lebico, secretary general of the farmers’ group Samahan han Gudti nga Parag-uma ha Sinirangan Bisayas (Sagupa-SB) when asked on the group’s stand on the controversial measure that appears to polarize the country.

“If the government just knows how to use all its resources to address the needs of the people, they don’t need to implement laws like the reproductive health bill to address the increasing number of population as they can provide what the people needs by implementing an effective social and economic program,” Lebico said.

A big population has been cited by some officials of the government as one of the reasons why the Philippines remains to be economically underdeveloped as providing the basic needs of the greater number of people drains the country’s limited financial resources.

“We have lots of resources which the government can use to address the needs of our people and not by passing this RH bill,” Lebico said.

“If we will look at our neighboring countries that are more progressive like China, they utilized all the resources that they have to ensure that their people will have something to earn and get for their living which will make them not dependable to their government,” the Sagupa secretary- general said.

The passage of the reproductive health bill has been stalled due to the strong opposition mainly from the Catholic Church.

If the measure would be approved, it could open floodgates that could result to increase on the number of abortion and promote promiscuity, among others, the Church said reason why they oppose the proposal.

The advocates of the measure, however, maintain that bill is important as it will address the current problem of the country particularly in addressing the high maternal and child mortality rate of the country.

Enemy cache discover by 14th IB

Camp Lukban, Catbalogan City, Samar – Through intensified implementation of the Internal Peace and Security Plan (IPSP) Bayanihan’’ by the government troops in the whole area of Eastern Visayas Region, another cache of war materiel from the New People’s Army were discovered by the troops of 14th Infantry Battalion this afternoon 12:15 p.m. March 7.

Reports reaching this headquarters from Liutenent Colonel Hermilo Demafiles, Commanding officer of 14IB disclosed that the troops led by 2nd Lieutenant Cristobal while conducting security operation at Sitio Puroy, Magsaysay, Mc Arthur Eastern Samar, discovered cache of war items through the information voluntered by populace of said barangay.

Said cache contains one (1) galloon ammonium nitrate used in making improvised explosive device (IED) like land - mines, fourteen (14) rounds of M203 ammunitions, one (1) M203 grenade launcher with serial number 130964, two (2) rounds of fifty (50) caliber ammunitions, two hundred nine (209) rounds of M14 ammunitions, one (1) M16 magazines (long), two (2) pieces typewriter, one (1) uninterrupted power supply, nine (9) cassette tapes, two (2) bottles dextrose, one (1) enemy map, one (1) container gasoline, twenty (20) pieces terumo needle, one (1) liter duplicating ink, digital sphygmomanometer for blood pressure, voluminous subversive documents with high intelligence value and some personal belongings.

PRO8 INVESTIGATES ARSON OF TWO BUSES OWNED BY SILVER STAR BUS COMPANY

Camp Ruperto K Kangleon, Palo, Leyte - Police Regional Director Chief Superintendent Arnold Rayala Revilla said that exhaustive investigation is being undertaken by Almeria Police Station in coordination with Bureau of Fire Protection Naval Fire Station regarding the arson of two buses owned by Silver Star Bus Company at Brgy Talahid, Almeria, Biliran. Moreover, hot pursuit operations were also undertaken to apprehend the suspects the soonest possible time so that justice will be served.

This was he said after receiving report that on or about March 5, 2011 at around 1:00 AM, Brgy Captain Joaquin Sabetsana, of Brgy Talahid, Almeria, Biliran called thru cell phone of PSInsp Edwin E Cura, Chief of Police, Almeria Police Station, informing that the two (2) buses of Silver Star which was parked infront of their house located at Brgy Talahid, Almeria, Biliran was set on fire by more or less seven (7) persons.

Reportedly, the Brgy Captain noticed the suspects run towards three (3) motorcycles which was parked along the road and immediately fled going towards the direction of the municipality of Almeria, Biliran. The Brgy Captain reportedly identified the face of the driver of motorcycle STX Yamaha color red with covered plate number. Upon receipt of the information the COP immediately called the radio operator of BPPO to conduct checkpoint and gave description of the motorcycle which was reported to him by Brgy Captain Sabetsana for a possible apprehension.

Then at about 1:50 AM of same date, PSI Cura received a cell phone call from Biliran Public Safety Platoon that the drivers of the motorcycle subject for dragnet operation was flagged down at their sub station located at Sitio Poro, Brgy. San Roque, Biliran, Biliran. The suspects were identified as Jesie Olidan, 23 yrs old, single, Filipino, cell phone repair technician and a resident of Brgy Macalpi, Carigara, Leyte. Recovered from his possession and control are the following: one (1) back pack containing two helmets, one (1) unit cell phone (Samsung) model E13608, one (1) motorcycle (motorstar) color black without plate number and official receipt number and Teodoro Macalalag alias “Tedie”, 26 yrs old, high school graduate, habal-habal driver and a resident of Brgy Candigahub, Carigara, Leyte. Recovered from his possession and control are the following: one (1) unit cell phone (nokia), one (1) unit STX 125 (Yamaha) motorcycle color red with plate number 6155HG, OR number 927678080 and CR number 104517324 registered in the name of Teodoro I Macalalag.

Investigation conducted at the fire scene disclosed that the burned buses have the following plate number TYL 833 with body number 200602 and plate number TYL 287 with body number 200756 owned by Silver Star Shuttle Tours Inc managed by Martilino Mercado with address at Jam compound, Brgy San Antonio, San Pedro, Laguna.

Further investigation reported that two (2) charred bodies which were later identified as the bus drivers were found at the rear portion of the bus number 200602 with plate number TYR 833. The bodies were as Arnel Montano, 34 yrs old, Filipino, and a resident of Mondragon Northern Samar and Edwin Bargula, 47 yrs old, Filipino and a resident of Brgy Abuyog, Sorsogon City. After processing the crime scene by SOCO operatives, the cadavers were brought to Marvelos Funeral Parlor located at Naval, Biliran.

The damaged cost was estimated to be more or less Php 14,000,000.00. Information gathered further revealed that the motive of said incident was extortion made by CPP/NPA as they were asking increase of their revolutionary tax.

At present, documentation is being prepared for filing of appropriate charges in court.

Once again, CSupt Revilla directed all police commanders to step up security patrols and intensify intelligence-gathering to thwart similar rebel offensives. He also wanted to ensure the full implementation of the Police Integrated Patrol Systme (PIPS) nationwide to heighten policed visibility. He wants close interaction between the police and the community including the AFP through the Barangay Peacekeeping Action Team or BPAT program to enhance crime preventive measures.

8ID supports the international women’s month

Camp Lukban, Catbalogan City, Samar – More than 300 men and women from the Army’s 8th Infantry Division joined the street parade held in Catbalogan City on Friday morning, March 4 in celebration of the 2011 World’s Women’s Month.

Contingents from the PNP, city and provincial government, civil society organizations, academe and NGOs also participated in the worthwhile undertaking dubbed as “Baktas Kita”.

No less than Major General Chan, Commander of the 8ID led his troops to show his full support to the activity that give importance to women especially in recognizing and respecting their rights as human being.

According to Major General Chan, joining the said endeavor is just one of the various activities of his command in line with the programs of the AFP’s Internal Peace and Security Plan (IPSP) “Bayanihan”.

“This activity shows the collective and cooperative spirit of all members of the community which is one of the aims of IPSP “Bayanihan” in order to attain its ultimate objective of ‘Winning the Peace,’ says General Chan. “Hence, the 8ID will continue to participate in similar programs in the future,” he adds.####

ROBBERS IN ALANG-ALANG, LEYTE APPREHENDED

Camp Ruperto K Kangleon, Palo, Leyte - The Police Regional Office 8 headed by PCSupt Arnold Rayala Revilla said that the robbery incident in Alang-alang is expected to go down with the neutralization of the robbers. He has vowed to track down the other alleged notorious robbery group here in Eastern Visayas.

Further, he said this is also with the thorough implementation of Police Integrated Patrol System and establishment of checkpoints and chokepoints.

At about 11:15 AM of M arch 2, 2011 in Brgy. Bobonon ,Alang-alang , Leyte, joint PNP elements of RID led by PI Oscar B. Golong together with two (2) PNCOs and PNP members of Alang - alang PS led by PI Lolito Lesigues together with five(5) PNCOs apprehended and brought to Alang-alang PS a certain Alex Teves , 45 years old, married, Filipino,motor cycle driver and a resident of Brgy. Tibak , Sta.Fe , Leyte and one Gilbert Rosales , 52 years old, married, Filipino, Construction worker, and a resident of same place attempted to robbed/hold-up the collector of CARD INC. identified as Rogelio Morano Jr. and Ma. Nelyn Ronda.

Based on initial investigation conducted, the card collectors were on their way to Brgy. Bobonon , Alang-alang , Leyte for a transaction on board of their service single motorcycle when they were flagged down by the two (2) suspects. However, the driver pulled the throttle at high speed sensing suspicions to the persons who flagged them down and prompting the suspects to board on their red RUSI MC bearing plate number 558HH and tailed their supposed victims.

At that juncture, the responding police personnel noticed the incident and quickly chased the two motorcycle riding men and while on the process the back rider pulled-out a short firearm and fired successive shots towards the responding police officers but missed. Responding lawmen reacted and fired shots to the suspects and upon reaching the junction of Brgy. Bobonon going to Brgy. Hinapolon also of Alang-alang , Leyte suspects disembarked from their motorcycle for the rear tire was hit and was flat tire.

Right after ,the duo quickly ran towards the rice field for escape, however, responding policemen ran after them and eventually suspects were caught at the compound of Azucena Baylen of Brgy.Bobonon.

Confiscated from the possession and control of Alex Teves were cal.38 revolver without SN WITH 3 live ammos and one piece fragmentation grenade while another piece of fragmentation grenade and kitchen knife were confiscated from the possession and control of Gilbert Rosales.

Suspects and their MC together with the confiscated items were brought to Alang-alang PS for proper disposition and documentation and for the preparation of appropriate charges in court.//

125 brand new candidate soldiers took oath to serve the country

Camp Lukban, Catbalogan, Samar – A total of 125 new Candidate Soldiers of the Philippine Army took their oath of duty and service to the country in a simple ceremony held at the hallowed ground of the Army’s 8th Infantry Division Headquarters in Catbalogan, Samar on Wednesday morning March 2.

The oath taking rite was immediately followed by the opening of the Candidate Soldier Course Class 251-2011 by no less than Major General Mario Chan, Commander of the 8ID in the presence of the candidate soldier’s love ones, and Officers, enlisted personnel and civilian employees of the command. The 5-month duration course is expected to transform and mold the new recruits from being “boys” into real ‘men”. After completing and passing the rigid training, they will be then enlisted into the Philippine Army with the rank of Private.

Major General Chan in his remarks assured the candidate soldier’s parents that their sons, after retraining will be competent and disciplined soldiers after completing the training. “’Wag kayong mag alala mga magulang, bawat isa sa kanila ay mabibigyan ng sapat na kaalaman para maging isang tunay at disiplinadong sundalo,” Chan says.

The 125 candidate soldiers, coming from different provinces all over the country have the following education profile; four (4) board passers, 16 college graduates, 26 college level, and 57 high school graduate.####

Camp Ruperto K Kangleon, Palo, Leyte - Once again, Chief Superintendent Arnold Rayala Revilla said that he has instructed his men to enforce all laws and ordinances relative to the protection of lives & properties.

He discloses that at about 2:15 PM of March 2, 2011, the newly activated mobile patrol unit of Tacloban City Police Office led by PSI Eufrocino Maunahan, conducted Oplan Bakal/Sita along Ninoy Aquino Ave, fronting Leyte National High School (LNHS) campus, Tacloban City in relation to the implementation of RA 10054, RA 4136 and other Laws and Ordinances. During the conduct of operations, several motorcycle riding in tandem individuals were flagged down for verification that eventually led to the apprehension of brothers Noel Gonzales, 40 years old, married and Jessrel Gonzales, 26 years old, single, and all both resident of Tacloban City, Leyte. Confiscated from the suspects’ possession and control were the following: short firearms, caliber .45 pistol and caliber .38 marked with Smith and Wesson revolver; Five (5) sachet transparent containing white Crystalline substance suspected to be Methamphetamine Hydrochloride also known as “Shabu”; Four (4) ampoules containg unknown liquid substance; Cash money amounting to Fifteen Thousand Pesos (Php 15,000.00); One (1) unit Samsung cellular phone; several ammunitions for calibers . 45 and .38; and other personal items such as clutch bag; backpack and one (1) unit Honda motorcycle bearing temporary plate number BB1104, registered to a certain Triumpo R Bañez of Brgy 82, Apitong, Tacloban City which is under the custody of Tacloban City Police Office pending verification of vehicle registration with the LTO Regional Office 8. Cases for Violation of RA 8294 and RA 9165 were prepared for filing against the suspects.

PNP NEEDS 18 POLICE LAWYER OFFICERS

Camp Ruperto K Kangleon, Palo, Leyte - The Philippine National Police – Legal Service made an offer to lawyers to join the police organization through its lateral entry program.

Chief Superintendent Arnold Rayala Revilla, Regional Director, said that the PNP Legal Service has 18 vacant positions for lawyers to be admitted via lateral entry for CY 2011. These positions are slated to fill-up the vacant positions due to the resignation and other mode of separation from the service of PNP Lawyers. He said that these lawyers will be admitted via lateral entry for CY 2011 in the PNP LS and applications can be submitted at the PNP LS HQ up to March 31, 2011.

He said the total of 18 professionals will be commissioned into the PNP Officer Corps under the 2011 Lateral Entry program to fill-up requirements for more Police commissioned Officers in lower units.

Those who will be appointed to the initial rank of Police Inspector (equivalent to captain in the military) with a basic monthly salary of P27,338.00 with other allowances and fringe benefits.

“They will all undergo the mandatory Public Safety Officers Advance Course and Field Training Program before reporting to their respective assignments,” said Revilla.
Revilla explained that these police lawyer officers are supposed to be filled up this year based on the authorization from the National Police Commission (NAPOLCOM) under the 2011 Lateral Entry Program.//

With his, he called the assistance of the people in the communities, the barangay tanods and the force multipliers in locating the wanted persons in Eastern Visayas who are with numerous charges including identity theft, forgery, and numerous other related charges.

Subject person was charged for the crime of Frustrated Murder docketed under CC Nr 5732 with recommended bail of Two Hundred Thousand Pesos (P 200,000.00) for his temporary liberty. The arrested person was temporarily detained at Catbalogan Police Station for proper disposition action.

Subject person was charged for the crime of Frustrated Murder docketed under CC Nr 5732 with recommended bail of Two Hundred Thousand Pesos (P200,000.00) for his temporary liberty. The arrested person was temporarily detained at Catbalogan Police Station for proper dispositive action.

After that, at about 1:30 PM of February 26, 2011 in Brgy 06, Balangiga, ESamar, elements of Balangiga PS arrested one Reynaldo Acid, of legal age and a resident of aforesaid place by virtue of Warrant of Arrrest issued by Hon Rolando M Lacdo-o, Presiding Judge of RTC 8, Branch 42, Balangiga, Eastern Samar. Subject person was charged for violation of COMELEC Resolution Nr 8714 in relation to BP Blg 6 with recommended bail of Twelve Thousand Pesos (P12,000.00) for his temporary liberty. The arrested person was temporarily detained at Balangiga Police Station for proper dispositive action.

Subsequently, at about 6:00 PM of February 28, 2011 in Brgy 5 Pob., Gen MacAarthur, Eastern Samar, joint elements of Gen MacArthur Police Station and 1st Maneuver Company of 8th RPSB stationed at Quinapondan, ESamar led by PI Elmerson C Badilla, COP and PI J-Rale O Paalisbo, Platoon Leader, respectively arrested one Melecio Lunario alias “Mely”, of legal age, fisherman and a resident of Brgy Naga, Quinapondan, ESamar by virtue of Warrant of Arrest issued by Hon Ricardo B Lapesura, Presiding Judge of RTC 8, Branch 3, Guiuan, Eastern Samar dated 14 July 1997. Subject person was charged for the crime of Murder with no bail recommended. The arrested person was temporarily detained at Gen MacArthur Police Station prior turn-over to the court of origin.

Later, at about 11:30 AM of February 28, 2011 along Anubing St., Brgy Cogon, Ormoc City, elements of PS 1 of Ormoc CPO led by PSI Shevert Alvin L Machete together with five (5) PNCOs arrested one Junrey Albano alias “Junrey”, 15 years old and a resident of Purok Acasia, Brgy Camp Downes, Ormoc City by virtue of Warrant of Arrest issued by Hon. Clinton C Nuevo, Presiding Judge of RTC 8, Branch 12, Ormoc City. Subject person was charged for the crime of Murder docketed under CC Nr R-ORM-11-00035-HC and was subsequently held at PS 1 for proper dispositive action.

Shortly, at about 2:40 PM of February 28, 2011 in P-1, Brgy Baay, Tinambacan District, Calbayog City, Samar, elements of Calbayog City Police Station led by PI Reynaldo P Lim together with two (2) PNCOs arrested one Rosaleo Pana alias “Diosdado Octano”, 42 years old, married, Chief Tanod and a resident of aforesaid place by virtue of Warrant of Arrest issued by Hon. Felipe B Maglana, Asst Judge of MTCC, Calbayog City, Samar. Subject person was charged for the crime of Attempted Homicide docketed under CC Nr 11-14004 with recommended bail of Twelve Thousand Pesos (P12,000.00) for his temporary liberty. The arrested person was temporarily detained at Calbayog CPS for proper dispositive action.

Before long, at about 6:00 AM of February 28, 2011 in Brgy Zone III, Sta Fe, Leyte, elements of Sta Fe Police Station led by SPO1 Geronimo B Romawak Jr arrested one Raul Egana, 43 years old, married and a resident of aforesaid place by virtue of Warrant of Arrest issued by Hon Alphinor C Serrano, Presiding Judge of RTC 8, Branch 6, Tacloban City. Subject person was charged for the crime of Estafa docketed under CC Nr 2011-01-70 with recommended bail of Sixteen Thousand Pesos (P16,000.00) for his temporary liberty. The arrested person was temporarily detained at Sta Fe PS for proper dispositive action.

Lastly, at about 10:00 AM of February 25, 2011 in Sitio Proper, Brgy Manlilinao, Ormoc, City, elements of Matag-ob Police Station led by PI Maturino Diaz together with three (3) PNCOs arrested one Guillermo Montemor, 48 years old, married, a farmer and a resident of Brgy Manlilinao, Ormoc City by virtue of Warrant of Arrest issued by Hon Francisco C Gedorio Jr, Presidng Judge of RTC 8, Branch 12, Ormoc City. Subject person was charged for the crime of Frustrated Murder and two counts for Attempted Murder docketed under CC Nrs 6983-0 and 6985-0 with recommended bail of Two Hundred Thousand Pesos (P200,000.00) and Twenty Thousand Pesos (P 20,000.00), respectively for his temporary liberty. The arrested person was temporarily detained at matag-ob Police Station for proper dispositive action.//
