2 ordinances by BM Tiu to strengthen barangay councils, health protection, environment approved

TACLOBAN CITY – Two ordinances that were authored by first district Leyte Board Member Ryan Lawrence Tiu were approved by members of the provincial board in their recent session that seeks for the strengthening of an existing council in barangays and the other one was for the protection of health and the environment.

Submitted in the provincial board after he took the post vacated after the sudden demise of his father, the ordinances were titled “An Ordinance Strengthening the Barangay Councils for the Protection of Children (BCPC) within the territorial jurisdiction of the province of Leyte and for other purposes.”

This ordinance, according to Tiu, seeks for the barangay council headed by its barangay chairman to become active in creating programs that would enrich and enhance children capability in their barangay.

That would uplift their physical, mental and intellectual well-being and would make them productive citizens for their community and for the country.

BCPC is an existing council, according to Tiu, however; its function is not fully used by barangay officials resulting for some problems in their area that were caused sometimes by children.

Based on law, 1% of barangay internal revenue allotment should be used and dedicated by BCPC for the creation of programs for children.

Tiu added that he proposed this ordinance because they found out the barangay councils in the province has no existing programs intended for children in the locality.

“With this ordinance, we hope that this would strengthen them and would result for them to create programs that are intended for children in their locality… the system is already there, we only need to strengthen it thru this ordinance,” Tiu explained.

The ordinance entitled, “An ordinance prohibiting the idling of motor vehicles within the territorial jurisdiction of the province of Leyte providing penalties for violations thereof and for other purposes,” according to Tiu, is to mandate all vehicle operators and drivers to shut down their vehicles after three minutes of idling.

The purpose of this, according to him, is to limit the emission of carbon monoxide which is hazardous not only for the health of human but also to the environment.

Anti-idling ordinance is implemented in several progressive countries like the United States which several states have idling ordinance like the state of Hawaii, California, and Virginia and in the District of Columbia in line with their Energy Efficiency and Renewable Energy Program that aims to increase public awareness about decreasing petroleum use through the methods of idle-reduction.

In the region, the province of Leyte is the first province to implement said ordinance, which Tiu is hoping that it could be implemented properly and efficiently and must be followed by citizens as it aims to ensure safety of their health from the risk and hazard from smoke emission.

“It could also help vehicle owners and drivers economically because it helps them save their fuel if they turn-off their engine if they are not using it,” Tiu added.

For  every violation of said ordinance, a fine or penalty of P300 will be imposed according to BM Tiu.
